399Chapter 18 – Summary of Proposals for ImplementationCHAPTER 4: CRITICAL LINKS: PROPOSALS FOR THEESTABLISHMENT OF A NEW AGENCY TO FACILITATE ANDSUPPORT INTERPROFESSIONAL COLLABORATION ANDBEST PRACTICES AT THE REGULATORY LEVEL AND TOESTABLISH A NEW DRUG APPROVALS FRAMEWORK1. That the definition of “Advisory Council” in section 1(1) of the RegulatedHealth Professions Act, 1991 be repealed and the following substituted:“Agency” means Council for Health Professions Regulatory Excellence;2. That all references to “Advisory Council” in the Regulated HealthProfessions Act, 1991 be replaced with references to “Agency”.That section 1(1) of the Regulated Health Professions Act, 1991be amended by adding the following definitions:“drug” means a drug as defined in the Drug and Pharmacies RegulationAct and includes prescription therapeutic products as defined in theFood and Drugs Act or the regulations made thereunder;“Drug List” means, for each health profession that has the authority toperform the controlled act of administering a substance by injection orinhalation, or prescribing, compounding, dispensing or selling drugsduring the course of practice of the profession, other than medicine ordentistry, the list of individual drugs that are designated by the Agencyas falling within a class of drugs authorized to the health professionby the regulations made under the health profession Act;“Formulary Committee” means the Drug and Therapeutics FormularyCommittee.3. That section 6 of the Regulated Health Professions Act, 1991 be repealedand the following substituted:Annual report6.(1) Each College shall report annually to the Minister on its activitiesand financial affairs.Audited financial statement(2) Each College’s annual report shall include an audited financialstatementContent and form(3) The Minister may specify the content and form of the annual reportsubmitted by the College and, where the Minister has done so, theannual report shall contain that content and be in that form.HPRAC Critical Links January 2009
