336Chapter 13 – Profession of OptometryThe designated drugs regulation should therefore include the followingclasses of drugs:ClassClass: Eye, Ear, Nose <strong>and</strong> Throat PreparationsSub-class: VasoconstrictorsClass: Eye, Ear, Nose <strong>and</strong> Throat PreparationsSub-class: Anti-glaucoma AgentsClass: Eye, Ear, Nose <strong>and</strong> Throat PreparationsSub-class: MiscellaneousnaphazolinephenylephrineSpecific AgentsIncludes alpha-adrenergic agonists,beta-adrenergic blocking agents,carbonic anhydrase inhibitors,miotics, osmotic agents,prostagl<strong>and</strong>in analogs <strong>and</strong> otheragents used in the treatment ofglaucomacyclosporine3: HPRAC recommends that the College of Physicians <strong>and</strong> Surgeons ofOntario <strong>and</strong> the COO immediately develop a joint protocol <strong>and</strong> st<strong>and</strong>ards ofpractice relating to the continuum of glaucoma management <strong>and</strong> theappropriate shared management of glaucoma patients. This should includematters relating to required education, training, continuing competence,initial diagnosis, record-keeping, <strong>and</strong> m<strong>and</strong>atory consultation <strong>and</strong> referralrequirements. Additional provisions concerning compliance with individualscope of practice, general terms, conditions <strong>and</strong> limitations should beincluded, comparable to the collaborative approach applied inrecommendations regarding midwifery, physiotherapy <strong>and</strong> pharmacy.4: HPRAC recommends that the Minister consider adjusting the PhysicianSchedule of Benefits <strong>and</strong> Fees to authorize payment for direct referrals forophthalmologist consultations from optometrists relating to glaucomapatients. This is a matter that could be referred to the Physician ServicesCommittee (PSC), which continues under the recent MOHLTC-OMAagreement to “provide a broad <strong>and</strong> structured process for regular liaison<strong>and</strong> communication between the MOHLTC <strong>and</strong> the medical professionthrough its representation by the OMA”. 645: HPRAC recommends that the regulation made under the Optometry Act,1991 respecting prescribed diseases that is no longer relevant to the scopeof practice of optometry be repealed.Implementation ProposalsTo implement the HPRAC’s recommendations, the following changes tostatutes <strong>and</strong> regulations are proposed:1. That paragraph 2.1 of section 4 of the Optometry Act, 1991 berepealed <strong>and</strong> the following substituted:64OMA/MOHLTC Agreement, s.1.5. November 2008.HPRAC Critical Links January 2009
