55Chapter 3 - A New Drug Approvals Framework For OntarioEXCELLENCE AND EFFICIENCY: A NEW DRUGAPPROVALS FRAMEWORK FOR ONTARIOI. IntroductionHPRAC was asked by the Minister of <strong>Health</strong> <strong>and</strong> Long-Term <strong>Care</strong> in June2007 to:examine the authority given to non-physician health professions toprescribe <strong>and</strong>/or use drugs in the course of their practice under theRegulated <strong>Health</strong> <strong>Professions</strong> Act, 1991 (RHPA) <strong>and</strong> the healthprofession acts.The Minister asked that:the Council provide advice specific to each of these professionsrespecting whether lists, categories or classes of drugs should beprescribed by regulation for the profession, or whether restrictionson prescribing of drugs should be placed in regulation under therespective health profession Act.Further, the Minister requested that HPRAC:provide advice on a framework <strong>and</strong> process for the ongoing evaluationof requests by Colleges for changes to regulations in this regard toensure that such regulations reflect efficiency, best practices of theprofession <strong>and</strong> provide maximum public protection. 1Throughout this review, HPRAC’s goal has been to ensure that Ontario hasa framework <strong>and</strong> process for evaluation of designated drugs under healthprofessions’ legislation that is efficient, prudent, reflects best practices <strong>and</strong>provides maximum public protection.As part of this review, HPRAC considered submissions from a number ofhealth professions seeking access or changes to their current authority forprescribing or use of drugs or who wished to comment on the frameworkfor regulation-making <strong>and</strong> approvals. HPRAC also considered requests foraccess or changes to the controlled act of administering a substance byinjection or inhalation.DefinitionsTo assist in HPRAC’s review, the following working definitions wereadopted:“Drug”, “Prescriber” <strong>and</strong> “Prescription” are as defined in theDrug <strong>and</strong> Pharmacies Regulation Act.1Letter from Hon.
