401Chapter 18 – Summary of Proposals for ImplementationReplacement membersA person appointed to replace a member of the Agency before themember’s term expires shall hold office for the remainder of theterm.Initial membersOther than the chair <strong>and</strong> vice-chair, the initial members of theAgency may be appointed for terms of one, two or three years.Remuneration <strong>and</strong> expensesThe members of the Agency shall be paid the remuneration <strong>and</strong>expenses the Lieutenant Governor in Council determines.General Functions of AgencyThe general functions of the Agency are:• to see that each College serves <strong>and</strong> protects the public interest;• to promote good professional self-regulation <strong>and</strong> best practicesby the Colleges; <strong>and</strong>• to promote collaboration between <strong>and</strong> among Colleges <strong>and</strong>others.Powers <strong>and</strong> Duties of AgencyThe Agency shall have the following powers <strong>and</strong> duties:• to advise the Minister on,• whether unregulated professions should be regulated;• whether regulated professions should no longer be regulated;• suggested amendments to this Act, a health profession Act ora regulation under any of those Acts <strong>and</strong> suggested regulationsunder any of those Acts;• the recommended scope of practice of regulated professions;• the need for collaboration among the Colleges;• any conflicts between <strong>and</strong> among the Colleges <strong>and</strong> others;• any College that does not fulfill its objects <strong>and</strong> duties;• suggested amendments to any provincial act or regulationaffecting health care or health care delivery;• to promote best practices by Colleges in their:• registration, complaints, investigations, discipline, fitness topractice, quality assurance, patient relations, enforcement,record-keeping <strong>and</strong> reporting functions; <strong>and</strong>• development of regulations, st<strong>and</strong>ards of practice <strong>and</strong>professional practice guidelines for their members;HPRAC Critical Links January 2009
