139Chapter 6 – Scope of Practice of Medical Radiation TechnologyThe Comprehensive Guidelines are designed to establish:• a reference for MRTs in performing authorized acts and in acceptingdelegation of controlled acts, and• a decision-making framework for determining the appropriateness ofperforming services or procedures that are beyond the principalexpectations of MRT practice. 30The Quality Assurance ProgramEach member of the College is required to participate in the College’sQuality Assurance Program annually. This involves:• Completing the Self-Assessment Profile: evaluating one’s practice asmeasured against the College’s Standards of Practice to identifystrengths and possible areas for enhancement.• Maintaining a Continuous Learning Portfolio based on the annual Self-Assessment Profile: identifying and executing continuous learningactivities to address areas for enhancement.• Submitting a Certificate of Competence/Quality AssuranceDeclaration each year as part of the annual registration process:verifying participation in the self-assessment and achievement ofcontinuous learning goals.Quality Assurance MonitoringThe College randomly selects members and reviews their Self-AssessmentProfile and Continuous Learning Portfolio as the practice assessmentcomponent of the Quality Assurance Program. In 2007, the College initiateda multi-source feedback system for the practice assessment component, inwhich some members undergo a practice assessment conducted by anassessor or program designed to evaluate the members’ competence.Designed to assess a member’s knowledge, skill and judgment, thiscomponent involves input from peers, co-workers and others who completea survey based on MRT standards of practice. 31HPRAC finds that the Quality Assurance Program itself remains largely selfdirected, though it has learned that the College’s Quality AssuranceCommittee will be considering revisions that will include a mandatory, formal practice review by the College for a set proportion of the Collegemembership annually. 32 The College has submitted a proposed Quality30Submission to HPRAC: Review of Interprofessional Collaboration Under the Regulated HealthProfessions Act; joint submission by College of Medical Radiation Technologists of Ontario andOntario Association of Medical Radiation Technologists; June 30, 2008, p. 33.31Submission to HPRAC: Review of Interprofessional Collaboration Under the Regulated HealthProfessions Act; joint submission by College of Medical Radiation Technologists of Ontario andOntario Association of Medical Radiation Technologists; June 30, 2008, p. 59.32HPRAC interview with Linda Gough, Registrar, College of Medical Radiation Technologists ofOntario.HPRAC Critical Links January 2009
