2.1 The sub-committee’s m<strong>and</strong>ate <strong>and</strong> scenarios for phasing<br />

out pesticides<br />

According to its m<strong>and</strong>ate, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Sub</str<strong>on</strong>g>-committee <strong>on</strong> Envir<strong>on</strong>ment <strong>and</strong> Health,<br />

working <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis of <str<strong>on</strong>g>the</str<strong>on</strong>g> above-menti<strong>on</strong>ed cultivati<strong>on</strong> systems, was to<br />

evaluate <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>mental c<strong>on</strong>sequences of a total or partial phase-out of<br />

pesticides. In its evaluati<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> sub-committee was to c<strong>on</strong>sider <str<strong>on</strong>g>the</str<strong>on</strong>g> effects<br />

<strong>on</strong> groundwater as a resource for <str<strong>on</strong>g>the</str<strong>on</strong>g> populati<strong>on</strong> <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> natural<br />

envir<strong>on</strong>ment, surface water as a resource for flora <strong>and</strong> fauna, <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

terrestrial ecosystems in agriculture <strong>and</strong> forestry as a resource for flora <strong>and</strong><br />

fauna.<br />

In its evaluati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>health</strong> c<strong>on</strong>sequences, <str<strong>on</strong>g>the</str<strong>on</strong>g> sub-committee was to<br />

include <str<strong>on</strong>g>the</str<strong>on</strong>g> effects of pesticides <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> people using <str<strong>on</strong>g>the</str<strong>on</strong>g>m <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> effects<br />

of using <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed cultivati<strong>on</strong> systems. On <str<strong>on</strong>g>the</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r h<strong>and</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> subcommittee<br />

was not required to c<strong>on</strong>sider <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>health</strong> <strong>and</strong> envir<strong>on</strong>mental<br />

aspects of <str<strong>on</strong>g>the</str<strong>on</strong>g> industrial producti<strong>on</strong> of pesticides.<br />

In its work, <str<strong>on</strong>g>the</str<strong>on</strong>g> sub-committee was to analyse <str<strong>on</strong>g>the</str<strong>on</strong>g> following scenarios in<br />

relati<strong>on</strong> to present producti<strong>on</strong> practice:<br />

• A total phase-out of pesticides (<str<strong>on</strong>g>the</str<strong>on</strong>g> 0-scenario). This scenario is<br />

described as a reference situati<strong>on</strong>, <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>mental <strong>and</strong> <strong>health</strong><br />

c<strong>on</strong>sequences of a total phase-out were to be compared with <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

present situati<strong>on</strong>.<br />

• Use of pesticides <strong>on</strong>ly for pests covered by <str<strong>on</strong>g>the</str<strong>on</strong>g> quarantine laws (<str<strong>on</strong>g>the</str<strong>on</strong>g><br />

0+scenario). In this scenario, pesticides would be used to comply with<br />

specific requirements c<strong>on</strong>cerning purity or for c<strong>on</strong>trolling pests<br />

defined in orders <str<strong>on</strong>g>from</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Plant Department.<br />

• Use of pesticides in crops with serious losses (<str<strong>on</strong>g>the</str<strong>on</strong>g> +scenario). In this<br />

scenario, pesticides would <strong>on</strong>ly be used for limited areas in which<br />

large yield losses could be expected or where producti<strong>on</strong> of specific<br />

crops could not be maintained. The scenario also covers <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

0+scenario’s areas.<br />

• Reducti<strong>on</strong> of pesticide c<strong>on</strong>sumpti<strong>on</strong> to a level without yield losses<br />

(<str<strong>on</strong>g>the</str<strong>on</strong>g> ++scenario). In this scenario, use would be made of all available<br />

technical <strong>and</strong> cultivati<strong>on</strong> methods that reduce <str<strong>on</strong>g>the</str<strong>on</strong>g> use of pesticides<br />

without significant ec<strong>on</strong>omic losses. The scenario covers <str<strong>on</strong>g>the</str<strong>on</strong>g> areas of<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> 0+scenario <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> +scenario <strong>and</strong> is based in part <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> principle<br />

of integrated preventi<strong>on</strong> <strong>and</strong> c<strong>on</strong>trol.<br />

2.2 Compositi<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> sub-committee<br />
