would enable identificati<strong>on</strong> of those substances that, with <str<strong>on</strong>g>the</str<strong>on</strong>g> current<br />

use, have <str<strong>on</strong>g>the</str<strong>on</strong>g> lowest safety margin for humans. However, since <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

effects of <str<strong>on</strong>g>the</str<strong>on</strong>g> individual substances are not comparable, ranking al<strong>on</strong>e<br />

would not be enough but would have to be supplemented by an expert<br />

assessment.<br />

8.2 Precauti<strong>on</strong>ary principle <strong>and</strong> risk<br />

The reas<strong>on</strong>s for using a precauti<strong>on</strong>ary principle are as follows:<br />

• The uncertainty <strong>and</strong> variati<strong>on</strong> that are always associated with <str<strong>on</strong>g>the</str<strong>on</strong>g> data<br />

<strong>on</strong> which decisi<strong>on</strong>s are based – with respect to both <str<strong>on</strong>g>the</str<strong>on</strong>g> individual<br />

measurement <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> generalisati<strong>on</strong> <str<strong>on</strong>g>from</str<strong>on</strong>g> limited studies to <str<strong>on</strong>g>the</str<strong>on</strong>g> entire<br />

envir<strong>on</strong>ment or ecosystem <strong>and</strong> all <str<strong>on</strong>g>the</str<strong>on</strong>g> species <strong>and</strong> populati<strong>on</strong>s that are<br />

to be protected.<br />

• Some systems (e.g. meteorological <strong>and</strong> ecological systems) can in<br />

some circumstances exhibit indeterminable, e.g. chaotic, behaviour. In<br />

such cases it is in principle impossible to predict <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sequences of<br />

an exposure.<br />

• Incomplete knowledge about how ecosystems are affected by <strong>and</strong><br />

react to pesticides <strong>and</strong> about <str<strong>on</strong>g>the</str<strong>on</strong>g> extent to which <str<strong>on</strong>g>the</str<strong>on</strong>g> systems can<br />

regenerate or be re-established after a harmful exposure.<br />

• The risk associated with making a mistake – i.e. underestimating a<br />

risk with lasting c<strong>on</strong>sequences for humans <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment.<br />

• The desire to protect specially exposed groups, e.g. children, even<br />

better.<br />

• The fact that mistakes could have a serious future effect, e.g. through<br />

accumulati<strong>on</strong> of pesticides in groundwater or <str<strong>on</strong>g>the</str<strong>on</strong>g> atmosphere.<br />

The “precauti<strong>on</strong>ary principle” has gained a c<strong>on</strong>siderable following in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

envir<strong>on</strong>mental field (Danish Envir<strong>on</strong>mental Protecti<strong>on</strong> Agency 1998c)<br />

but has not been precisely defined. The following framing of <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>cept<br />

can be used:<br />

• The purpose of <str<strong>on</strong>g>the</str<strong>on</strong>g> precauti<strong>on</strong>ary principle is to provide greater<br />

certainty that damage will not occur.<br />

• The desire for more extensive use of <str<strong>on</strong>g>the</str<strong>on</strong>g> precauti<strong>on</strong>ary principle is<br />

based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> view that nei<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment nor human <strong>health</strong><br />

should suffer as a c<strong>on</strong>sequence of behaviour about which <str<strong>on</strong>g>the</str<strong>on</strong>g>re is<br />

scientific doubt or uncertainty.<br />

• The precauti<strong>on</strong>ary principle allows <str<strong>on</strong>g>the</str<strong>on</strong>g> authorities to require less<br />

evidence of a polluting effect <str<strong>on</strong>g>from</str<strong>on</strong>g> a given form of behaviour <strong>and</strong> to<br />

take acti<strong>on</strong> to regulate <str<strong>on</strong>g>the</str<strong>on</strong>g> behaviour if <str<strong>on</strong>g>the</str<strong>on</strong>g>re is just some possibility of<br />

polluti<strong>on</strong>.<br />
