arable farming in Denmark would not change significantly in <str<strong>on</strong>g>the</str<strong>on</strong>g> event of<br />
restructuring for pesticide-free operati<strong>on</strong>, but that this must be seen in<br />
relati<strong>on</strong> to a c<strong>on</strong>siderable fall in yield – about 25%. The sub-committee<br />
has not c<strong>on</strong>sidered <str<strong>on</strong>g>the</str<strong>on</strong>g> extent to which a changed producti<strong>on</strong> pattern, e.g.<br />
reduced livestock producti<strong>on</strong>, would reduce energy c<strong>on</strong>sumpti<strong>on</strong>.<br />
The agricultural sector’s domestic c<strong>on</strong>tributi<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> greenhouse effect<br />
is approx. 13 Tg CO2-equivalents. CO2 <str<strong>on</strong>g>from</str<strong>on</strong>g> fossil fuel c<strong>on</strong>sumpti<strong>on</strong><br />
accounts for around <strong>on</strong>e quarter of this, <strong>and</strong> methane <strong>and</strong> nitrous oxide<br />
for <str<strong>on</strong>g>the</str<strong>on</strong>g> remainder. If <str<strong>on</strong>g>the</str<strong>on</strong>g> yield was reduced by pesticide-free operati<strong>on</strong>,<br />
import of feedstuff would mean a higher overall energy c<strong>on</strong>sumpti<strong>on</strong>. It<br />
has not been possible, <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> existing basis, to assess changes in<br />
emissi<strong>on</strong>s of methane gas <strong>and</strong> nitrous oxide in <str<strong>on</strong>g>the</str<strong>on</strong>g> different scenarios.<br />
The sub-committee believes that changes in mechanical soil treatment<br />
<strong>and</strong> changed crop rotati<strong>on</strong>s would affect <str<strong>on</strong>g>the</str<strong>on</strong>g> leaching of nutrients. The<br />
changes could be both adverse <strong>and</strong> beneficial. An extensive analysis<br />
would be needed to assess <str<strong>on</strong>g>the</str<strong>on</strong>g> net change, but would be encumbered with<br />
great uncertainty. All else being equal, in <str<strong>on</strong>g>the</str<strong>on</strong>g> 0-pesticide scenario, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
reducti<strong>on</strong> in yield would result in a smaller c<strong>on</strong>sumpti<strong>on</strong> of fertiliser <strong>and</strong><br />
thus reduced leaching. On <str<strong>on</strong>g>the</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r h<strong>and</strong>, in <str<strong>on</strong>g>the</str<strong>on</strong>g> event of crop failure –<br />
for example, as a result of fungal diseases – increased leaching could be<br />
expected. Leaching would thus depend, <str<strong>on</strong>g>from</str<strong>on</strong>g> year to year, <strong>on</strong> an<br />
interacti<strong>on</strong> between <str<strong>on</strong>g>the</str<strong>on</strong>g> choice of crop, <str<strong>on</strong>g>the</str<strong>on</strong>g> level of fertilisati<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
intensity <strong>and</strong> timing of soil treatment, <strong>and</strong> plant <strong>health</strong>. The<br />
implementati<strong>on</strong> of Aquatic Envir<strong>on</strong>ment Plan II would be accelerated in<br />
step with <str<strong>on</strong>g>the</str<strong>on</strong>g> reducti<strong>on</strong> of fertiliser c<strong>on</strong>sumpti<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> different<br />
scenarios.<br />
11.9 The sub-committee’s c<strong>on</strong>clusi<strong>on</strong>s <strong>and</strong> recommendati<strong>on</strong>s<br />
c<strong>on</strong>cerning proporti<strong>on</strong>ality<br />
• The heavy metals cadmium, lead <strong>and</strong> mercury present a bigger <strong>health</strong><br />
problem than pesticides but are not a serious problem<br />
envir<strong>on</strong>mentally. However, attenti<strong>on</strong> must be paid to a potential<br />
accumulati<strong>on</strong> in cultivated soil of, in particular, cadmium, lead <strong>and</strong><br />
copper.<br />
• Compared with <str<strong>on</strong>g>the</str<strong>on</strong>g> effects of pesticides, <str<strong>on</strong>g>the</str<strong>on</strong>g> direct effect of xenobiotic<br />
substances <strong>on</strong> cultivated soil <strong>and</strong> thus <strong>on</strong> crops is small. However,<br />
little is known about potential, indirect polluti<strong>on</strong> by xenobiotic<br />
substances, for example via air or through accidental loss, spillage or<br />
discharge to water. There may <str<strong>on</strong>g>the</str<strong>on</strong>g>refore be grounds for c<strong>on</strong>cern since<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> l<strong>on</strong>g-term effects of even small c<strong>on</strong>centrati<strong>on</strong>s are not known.<br />
With <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment policy now pursued, efforts are being made,<br />
both nati<strong>on</strong>ally <strong>and</strong> internati<strong>on</strong>ally, to ensure a reducti<strong>on</strong> at source,<br />
but owing to <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tinuing supply of such substances, <str<strong>on</strong>g>the</str<strong>on</strong>g> load must<br />
be m<strong>on</strong>itored <strong>on</strong> a l<strong>on</strong>g-term basis.<br />
• Organic pollutants are not generally a problem in cultivated soil. With<br />
frequent applicati<strong>on</strong> of sludge <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> same area, <str<strong>on</strong>g>the</str<strong>on</strong>g> total quantity of<br />
xenobiotic substances can be of <str<strong>on</strong>g>the</str<strong>on</strong>g> same order of magnitude as <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
pesticide load.
