completely against future polluti<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> groundwater. As a safety<br />
measure, a warning system for pesticides has been established with a<br />
view to enabling fast evaluati<strong>on</strong> <strong>and</strong>, if necessary, removal of<br />
authorised pesticides that are a threat to <str<strong>on</strong>g>the</str<strong>on</strong>g> groundwater.<br />
At present, authorisati<strong>on</strong> of pesticides in Denmark <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> EU is based<br />
<strong>on</strong> analyses of research results <strong>and</strong> assessment of <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sequences for<br />
<strong>health</strong> <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment. This means, in particular, that <str<strong>on</strong>g>the</str<strong>on</strong>g> fate of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
pesticides is not subject to an analysis of <str<strong>on</strong>g>the</str<strong>on</strong>g> uncertainties <strong>and</strong> actual<br />
variati<strong>on</strong>s that form part of an integrated mass flow analysis – in part<br />
because such an analysis would require data c<strong>on</strong>cerning <str<strong>on</strong>g>the</str<strong>on</strong>g> actual use,<br />
dispersal <strong>and</strong> degradati<strong>on</strong> under Danish c<strong>on</strong>diti<strong>on</strong>s. The sub-committee<br />
recommends that an actual mass flow analysis be carried out when<br />
pesticides are being reviewed for renewal of <str<strong>on</strong>g>the</str<strong>on</strong>g>ir authorisati<strong>on</strong> in<br />
pursuance of secti<strong>on</strong> 33(4) of <str<strong>on</strong>g>the</str<strong>on</strong>g> Act <strong>on</strong> Chemical <str<strong>on</strong>g>Sub</str<strong>on</strong>g>stances <strong>and</strong><br />
Products. This analysis must include both average <strong>and</strong> “worst-case”<br />
scenarios based <strong>on</strong> measurements taken <strong>and</strong> experience gained in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
period in which <str<strong>on</strong>g>the</str<strong>on</strong>g> substance in questi<strong>on</strong> has been used. If, in this mass<br />
flow analysis, knowledge is lacking c<strong>on</strong>cerning <str<strong>on</strong>g>the</str<strong>on</strong>g> individual flows, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
sub-committee recommends that <str<strong>on</strong>g>the</str<strong>on</strong>g> precauti<strong>on</strong>ary principle be applied<br />
in <str<strong>on</strong>g>the</str<strong>on</strong>g> assessment of <str<strong>on</strong>g>the</str<strong>on</strong>g> substances in order to counteract or prevent any<br />
c<strong>on</strong>sequences of <str<strong>on</strong>g>the</str<strong>on</strong>g> dispersal of <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticides <strong>and</strong> exposure of people<br />
<strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment.<br />
The sub-committee recommends that <str<strong>on</strong>g>the</str<strong>on</strong>g> gross list drawn up with a view<br />
to reexamining leaching of pesticides be included in recommendati<strong>on</strong>s<br />
c<strong>on</strong>cerning substituti<strong>on</strong> with less dangerous substances. The subcommittee<br />
also recommends that new substances be assessed in relati<strong>on</strong><br />
to <str<strong>on</strong>g>the</str<strong>on</strong>g> gross list <strong>and</strong> in relati<strong>on</strong> to n<strong>on</strong>-chemical, alternative methods.<br />
The sub-committee also recommends that volatilisati<strong>on</strong> <strong>and</strong> chemical<br />
reacti<strong>on</strong>s of pesticides in <str<strong>on</strong>g>the</str<strong>on</strong>g> atmosphere be taken into account in<br />
c<strong>on</strong>necti<strong>on</strong> with authorisati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticides.
