The sub-committee also wishes to draw attenti<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> fact that <str<strong>on</strong>g>the</str<strong>on</strong>g> limit<br />
values used in <str<strong>on</strong>g>the</str<strong>on</strong>g> above-menti<strong>on</strong>ed examples are based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> currently<br />
achievable analytical detecti<strong>on</strong> limits. This means that <str<strong>on</strong>g>the</str<strong>on</strong>g> limit values<br />
will be c<strong>on</strong>tinuously adjusted downwards towards zero in step with <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
technological development. The sub-committee wishes to point out that<br />
this could ultimately lead to a total ban <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> use of pesticides in<br />
Denmark.<br />
11.7 The sub-committee’s c<strong>on</strong>clusi<strong>on</strong>s <strong>and</strong> recommendati<strong>on</strong>s<br />
c<strong>on</strong>cerning ranking<br />
The sub-committee c<strong>on</strong>cludes that it is not possible, with <str<strong>on</strong>g>the</str<strong>on</strong>g> existing<br />
simple methods, to rank pesticides clearly with respect to <str<strong>on</strong>g>the</str<strong>on</strong>g>ir ability to<br />
leach to <str<strong>on</strong>g>the</str<strong>on</strong>g> groundwater. However, it is possible, using four different<br />
methods, to set up a gross list covering 35 of <str<strong>on</strong>g>the</str<strong>on</strong>g> authorised substances.<br />
The substances <strong>on</strong> this gross list should be assessed more closely, using<br />
ma<str<strong>on</strong>g>the</str<strong>on</strong>g>matical models, <str<strong>on</strong>g>the</str<strong>on</strong>g> latest knowledge <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> results of<br />
measurements.<br />
In <str<strong>on</strong>g>the</str<strong>on</strong>g> years ahead, current research programmes will provide more<br />
knowledge about <str<strong>on</strong>g>the</str<strong>on</strong>g> basic problems, <strong>and</strong> steps already in progress to<br />
improve groundwater m<strong>on</strong>itoring <strong>and</strong> early warning of <str<strong>on</strong>g>the</str<strong>on</strong>g> risk of<br />
leaching pesticides to <str<strong>on</strong>g>the</str<strong>on</strong>g> groundwater will increase safety.<br />
The sub-committee wishes to point out that, for improved risk<br />
assessment, more work is needed to clarify <str<strong>on</strong>g>the</str<strong>on</strong>g> processes governing <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
transport of pesticides to <str<strong>on</strong>g>the</str<strong>on</strong>g> groundwater <strong>and</strong> in aquifers, <strong>and</strong> greater<br />
underst<strong>and</strong>ing must be developed of <str<strong>on</strong>g>the</str<strong>on</strong>g> spatial variati<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
parameters governing this transport. As results come in <str<strong>on</strong>g>from</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
c<strong>on</strong>stantly growing number of both nati<strong>on</strong>al <strong>and</strong> internati<strong>on</strong>al studies,<br />
decisi<strong>on</strong>-making tools should be developed <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis of statistically<br />
documented relati<strong>on</strong>s for potential leaching of pesticides with a view to<br />
generalising <str<strong>on</strong>g>the</str<strong>on</strong>g> studies to uninvestigated areas <strong>and</strong> pesticides. In this<br />
c<strong>on</strong>necti<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> sub-committee recommends greater use of ma<str<strong>on</strong>g>the</str<strong>on</strong>g>matical<br />
models (e.g. MACRO) in <str<strong>on</strong>g>the</str<strong>on</strong>g> assessment of <str<strong>on</strong>g>the</str<strong>on</strong>g> risk of leaching of<br />
pesticides <strong>and</strong> fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r work <strong>on</strong> evaluating <str<strong>on</strong>g>the</str<strong>on</strong>g>ir validity. In this<br />
c<strong>on</strong>necti<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g>re is a particular need to procure <str<strong>on</strong>g>the</str<strong>on</strong>g> necessary geological<br />
<strong>and</strong> substance-specific data. The possibility of developing simple<br />
stochastic (probabilistic) models should be looked into.<br />
The sub-committee recommends that <str<strong>on</strong>g>the</str<strong>on</strong>g> gross list set up with a view to<br />
reassessment of pesticide leaching be included in recommendati<strong>on</strong>s <strong>on</strong><br />
substituti<strong>on</strong> with less dangerous substances in <str<strong>on</strong>g>the</str<strong>on</strong>g> use situati<strong>on</strong>. It also<br />
recommends that new products be assessed in relati<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> gross list<br />
<strong>and</strong> in relati<strong>on</strong> to any n<strong>on</strong>-chemical, alternative methods.
