2) A zero value approach<br />

In <str<strong>on</strong>g>the</str<strong>on</strong>g> zero value approach, basis is set by uncertainties, r<strong>and</strong>om<br />

variati<strong>on</strong>s <strong>and</strong> possible err<strong>on</strong>eous assessments, including insufficient data<br />

or a direct lack of knowledge, <strong>and</strong> greater importance is attached to a<br />

general recogniti<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> fact that data, documentati<strong>on</strong> <strong>and</strong>/or c<strong>on</strong>crete<br />

knowledge must always, scientifically, be regarded as deficient. From a<br />

desire for a “zero c<strong>on</strong>centrati<strong>on</strong> or dose”, requirements can be made<br />

c<strong>on</strong>cerning insignificant, possibly ‘immeasurable’ c<strong>on</strong>tent/doses/loads<br />

etc. for exposed individuals, populati<strong>on</strong>s <strong>and</strong>/or envir<strong>on</strong>ments. This is<br />

illustrated in figure 8.2.<br />
