If <str<strong>on</strong>g>the</str<strong>on</strong>g> risk assessment approach could be based <strong>on</strong> a sufficient quantity of<br />
scientific data to ensure complete protecti<strong>on</strong> of <strong>health</strong> <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
envir<strong>on</strong>ment, <str<strong>on</strong>g>the</str<strong>on</strong>g>n, for example, <str<strong>on</strong>g>the</str<strong>on</strong>g> use of uncertainty factors (UH)<br />
could be held to be a satisfactory implementati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> precauti<strong>on</strong>ary<br />
principle. Such an approach would thus mean that <str<strong>on</strong>g>the</str<strong>on</strong>g> precauti<strong>on</strong>ary<br />
principle did not add anything to <str<strong>on</strong>g>the</str<strong>on</strong>g> traditi<strong>on</strong>al risk assessment. The<br />
authorisati<strong>on</strong> scheme thus seeks to implement <str<strong>on</strong>g>the</str<strong>on</strong>g> precauti<strong>on</strong>ary<br />
principle, using all data <strong>and</strong> taking account of negative c<strong>on</strong>sequences of<br />
uncertain or unforeseen exposure, incorrect use, etc. With this approach,<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g>re should be no need for greater use of <str<strong>on</strong>g>the</str<strong>on</strong>g> precauti<strong>on</strong>ary principle,<br />
although this nei<str<strong>on</strong>g>the</str<strong>on</strong>g>r solves <str<strong>on</strong>g>the</str<strong>on</strong>g> problem of <str<strong>on</strong>g>the</str<strong>on</strong>g> possible inadequacy of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
uncertainty factors nor answers questi<strong>on</strong>s about uncertainties as a<br />
c<strong>on</strong>sequence of lack of knowledge or indeterminacy related to <str<strong>on</strong>g>the</str<strong>on</strong>g> role of<br />
pesticides in society.<br />
C<strong>on</strong>versely, <str<strong>on</strong>g>the</str<strong>on</strong>g> zero value approach would not answer directly <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
questi<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> actual size of uncertainty factors, but would be based <strong>on</strong> a<br />
value-determined requirement c<strong>on</strong>cerning a zero risk society.<br />
The zero value approach could tentatively be used within an<br />
authorisati<strong>on</strong> scheme for pesticides in <str<strong>on</strong>g>the</str<strong>on</strong>g> following areas:<br />
1. reducti<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> limit value for pesticide residues in food products to<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> lowest detecti<strong>on</strong> level at any time<br />
2. reducti<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> limit value for pesticides in groundwater to <str<strong>on</strong>g>the</str<strong>on</strong>g> lowest<br />
possible detecti<strong>on</strong> limit at any time or authorisati<strong>on</strong> <strong>on</strong>ly of pesticides<br />
meeting a requirement of no or negligible mobility in soil<br />
3. no authorisati<strong>on</strong> of substances classified as Carc3, Mut3 <strong>and</strong> Rep3<br />
4. no authorisati<strong>on</strong> of substances subject to greater distance requirements<br />
than 6 m to watercourses <strong>and</strong> lakes<br />
5. greater possibility of restricting use with a view to avoiding <str<strong>on</strong>g>the</str<strong>on</strong>g> use of<br />
pesticides directly <strong>on</strong> crops, trees <strong>and</strong> bushes in <str<strong>on</strong>g>the</str<strong>on</strong>g>ir seed-bearing,<br />
fruit-bearing <strong>and</strong> berry-bearing periods.<br />
It must be stressed that it has not been assessed whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>the</str<strong>on</strong>g> zero value<br />
approach should be used for <str<strong>on</strong>g>the</str<strong>on</strong>g> above-menti<strong>on</strong>ed examples, since that<br />
would require a dialogue between <str<strong>on</strong>g>the</str<strong>on</strong>g> following players:<br />
1. scientific experts to define <str<strong>on</strong>g>the</str<strong>on</strong>g> limit for what can be predicted <strong>and</strong><br />
isolate what cannot be elucidated<br />
2. an administrative instance to decide what can be operati<strong>on</strong>alised<br />
3. political decisi<strong>on</strong>-makers, i.e. n<strong>on</strong>-experts, to make <str<strong>on</strong>g>the</str<strong>on</strong>g> final decisi<strong>on</strong><br />
<strong>on</strong> behalf of <str<strong>on</strong>g>the</str<strong>on</strong>g> public, partly <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis of trust in <str<strong>on</strong>g>the</str<strong>on</strong>g> scientific<br />
knowledge <strong>and</strong> partly <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis of ethical <strong>and</strong> political<br />
c<strong>on</strong>siderati<strong>on</strong>s.<br />
It should also be noted that in <str<strong>on</strong>g>the</str<strong>on</strong>g> foregoing examples use is made of<br />
limit values fixed <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis of <str<strong>on</strong>g>the</str<strong>on</strong>g> currently achievable analytical<br />
detecti<strong>on</strong> limit. Therefore, as a c<strong>on</strong>sequence of c<strong>on</strong>tinuing technological<br />
development, <str<strong>on</strong>g>the</str<strong>on</strong>g> limit values will regularly be reduced, ending near<br />
zero. This could ultimately lead to a total ban <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> use of pesticides.
