without significant ec<strong>on</strong>omic losses. The scenario covers <str<strong>on</strong>g>the</str<strong>on</strong>g> areas of<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> 0+scenario <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> +scenario <strong>and</strong> is based in part <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> principle<br />
of integrated preventi<strong>on</strong> <strong>and</strong> c<strong>on</strong>trol. Here, <str<strong>on</strong>g>the</str<strong>on</strong>g> treatment frequency<br />
index is 1.73.<br />
The sub-committee has included a number of c<strong>on</strong>sequential analyses<br />
covering soil fauna, wild flora, p<strong>on</strong>ds <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> daily intake of pesticide<br />
residues in food products. The sub-committee has reviewed <str<strong>on</strong>g>the</str<strong>on</strong>g> latest<br />
knowledge <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> occurrence of pesticides in groundwater, watercourses,<br />
lakes, p<strong>on</strong>ds, soil water, drain water <strong>and</strong> rainwater <strong>and</strong> has assessed <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
dispersal <strong>and</strong> fate of <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticides through surface run-off, spray drift<br />
<strong>and</strong> evaporati<strong>on</strong>, degradati<strong>on</strong> <strong>and</strong> leaching. The polluti<strong>on</strong> <str<strong>on</strong>g>from</str<strong>on</strong>g> filling <strong>and</strong><br />
washing sites for spraying equipment has also been assessed. The subcommittee<br />
has assessed <str<strong>on</strong>g>the</str<strong>on</strong>g> effects of pesticides <strong>on</strong> flora <strong>and</strong> fauna in<br />
cultivated <strong>and</strong> uncultivated terrestrial ecosystems – watercourses, lakes<br />
<strong>and</strong> coastal waters – <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> exposure of <strong>and</strong> effects <strong>on</strong> humans – both<br />
agricultural workers <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> populati<strong>on</strong> as a whole.<br />
The sub-committee has looked in particular at <str<strong>on</strong>g>the</str<strong>on</strong>g> coformulants used in<br />
c<strong>on</strong>necti<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticides <strong>and</strong> has also assessed <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticides in<br />
relati<strong>on</strong> to o<str<strong>on</strong>g>the</str<strong>on</strong>g>r chemical substances used in agriculture, including<br />
natural substances <strong>and</strong> pesticides of natural origin. In additi<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> subcommittee<br />
has examined various methods for ranking pesticides <strong>and</strong><br />
investigated <str<strong>on</strong>g>the</str<strong>on</strong>g> possibility of operati<strong>on</strong>alising <str<strong>on</strong>g>the</str<strong>on</strong>g> precauti<strong>on</strong>ary<br />
principle in c<strong>on</strong>necti<strong>on</strong> with pesticides.<br />
Lastly, <str<strong>on</strong>g>the</str<strong>on</strong>g> sub-committee has assessed <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>mental <strong>and</strong> <strong>health</strong><br />
aspects of a number of alternative <strong>and</strong> new methods in relati<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
scenarios set up for total or partial phasing-out of pesticides.<br />
The general c<strong>on</strong>clusi<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> sub-committee c<strong>on</strong>cerning <str<strong>on</strong>g>the</str<strong>on</strong>g> scenarios is<br />
that <strong>on</strong>ly <str<strong>on</strong>g>the</str<strong>on</strong>g> 0-scenario <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> 0+scenario are based <strong>on</strong> c<strong>on</strong>sistent use of<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> precauti<strong>on</strong>ary principle. The +scenario, in which <str<strong>on</strong>g>the</str<strong>on</strong>g> use of pesticides<br />
is reduced by 80% compared with present producti<strong>on</strong> would result in a<br />
marked reducti<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> dispersal of pesticides <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> exposure to <str<strong>on</strong>g>the</str<strong>on</strong>g>m<br />
but would still imply a potential risk of effects where pesticides are used.<br />
In <str<strong>on</strong>g>the</str<strong>on</strong>g> ++scenario with a treatment frequency index of 1.73, <str<strong>on</strong>g>the</str<strong>on</strong>g> reducti<strong>on</strong><br />
in <str<strong>on</strong>g>the</str<strong>on</strong>g> use of pesticides would be smaller than <str<strong>on</strong>g>the</str<strong>on</strong>g> treatment frequency<br />
targets in <str<strong>on</strong>g>the</str<strong>on</strong>g> Pesticide Acti<strong>on</strong> Plan <str<strong>on</strong>g>from</str<strong>on</strong>g> 1986. This plan did not take<br />
account of <str<strong>on</strong>g>the</str<strong>on</strong>g> special problems with groundwater <strong>and</strong> surface water.<br />
11.2 Occurrence of pesticides in <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment<br />
The sub-committee has reviewed <str<strong>on</strong>g>the</str<strong>on</strong>g> latest knowledge c<strong>on</strong>cerning <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
occurrence of pesticides in groundwater, watercourses, surface water,<br />
drain water, soil water <strong>and</strong> rainwater, <strong>and</strong> has assessed <str<strong>on</strong>g>the</str<strong>on</strong>g> dispersal of<br />
pesticides through surface run-off, spray drift <strong>and</strong> evaporati<strong>on</strong>. It has also<br />
assessed <str<strong>on</strong>g>the</str<strong>on</strong>g> degradati<strong>on</strong> <strong>and</strong> leaching of pesticides <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> polluti<strong>on</strong><br />
<str<strong>on</strong>g>from</str<strong>on</strong>g> filling <strong>and</strong> washing sites. The sub-committee has drawn specific<br />
c<strong>on</strong>clusi<strong>on</strong>s in <str<strong>on</strong>g>the</str<strong>on</strong>g> individual areas <strong>and</strong> has arrived at <str<strong>on</strong>g>the</str<strong>on</strong>g> following<br />
general c<strong>on</strong>clusi<strong>on</strong>s <strong>and</strong> recommendati<strong>on</strong>s:<br />
