6. The finds of authorised pesticides above <str<strong>on</strong>g>the</str<strong>on</strong>g> limit value in both<br />

groundwater near <str<strong>on</strong>g>the</str<strong>on</strong>g> surface <strong>and</strong> deeper aquifers indicate that <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

present authorisati<strong>on</strong> scheme does not ensure completely against future<br />

polluti<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> groundwater. A warning system for pesticides has<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>refore been established to enable rapid assessment <strong>and</strong> possible<br />

removal of authorised pesticides.<br />

7. Two reas<strong>on</strong>s why pesticides are found in precipitati<strong>on</strong>, surface water<br />

<strong>and</strong> unsprayed areas are spray drift <strong>and</strong> evaporati<strong>on</strong>. Calculati<strong>on</strong>s<br />

indicate that <str<strong>on</strong>g>the</str<strong>on</strong>g>re can be c<strong>on</strong>siderable evaporati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> substances<br />

fenpropimorph, pendimethalin, prosulfocarb <strong>and</strong> trifluralin. There is thus<br />

a risk of <str<strong>on</strong>g>the</str<strong>on</strong>g>se substances being dispersed in <str<strong>on</strong>g>the</str<strong>on</strong>g> atmosphere <strong>and</strong> detected<br />

in rainwater <strong>and</strong> surface water. The fate <strong>and</strong> occurrence of <str<strong>on</strong>g>the</str<strong>on</strong>g>se<br />

substances in <str<strong>on</strong>g>the</str<strong>on</strong>g> atmosphere over Denmark have not been investigated.<br />

In Denmark <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> EU, authorisati<strong>on</strong> of pesticides is at present based <strong>on</strong><br />

analyses of research results <strong>and</strong> assessment of <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sequences for<br />

<strong>health</strong> <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment. Particularly <str<strong>on</strong>g>the</str<strong>on</strong>g> fate of <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticides is thus<br />

not subjected to an analysis of <str<strong>on</strong>g>the</str<strong>on</strong>g> uncertainties <strong>and</strong> actual variati<strong>on</strong>s<br />

used in an integrated mass flow analysis because, for such an analysis,<br />

data are needed <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> actual use, dispersal <strong>and</strong> degradati<strong>on</strong> under<br />

Danish c<strong>on</strong>diti<strong>on</strong>s. The sub-committee recommends that an actual mass<br />

flow analysis be carried out in c<strong>on</strong>necti<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> review of pesticides<br />

with a view to renewal of <str<strong>on</strong>g>the</str<strong>on</strong>g>ir authorisati<strong>on</strong> in pursuance of secti<strong>on</strong><br />

33(4) of <str<strong>on</strong>g>the</str<strong>on</strong>g> Act <strong>on</strong> Chemical <str<strong>on</strong>g>Sub</str<strong>on</strong>g>stances <strong>and</strong> Products. The analysis<br />

must include both average <strong>and</strong> “worst-case” situati<strong>on</strong>s based <strong>on</strong><br />

measurements <strong>and</strong> experience gained in <str<strong>on</strong>g>the</str<strong>on</strong>g> period <str<strong>on</strong>g>the</str<strong>on</strong>g> substance in<br />

questi<strong>on</strong> has been in use. If data are lacking <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> individual flows in<br />

this mass flow analysis, <str<strong>on</strong>g>the</str<strong>on</strong>g> sub-committee recommends that <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

precauti<strong>on</strong>ary principle be applied in <str<strong>on</strong>g>the</str<strong>on</strong>g> assessment of <str<strong>on</strong>g>the</str<strong>on</strong>g> substances in<br />

order to counteract or prevent any c<strong>on</strong>sequences of <str<strong>on</strong>g>the</str<strong>on</strong>g> dispersal of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

pesticides for human <strong>health</strong> <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment.<br />

The sub-committee recommends that <str<strong>on</strong>g>the</str<strong>on</strong>g> gross list set up with a view to<br />

reassessment of pesticide leaching be included in recommendati<strong>on</strong>s <strong>on</strong><br />

substituti<strong>on</strong> with less dangerous substances in <str<strong>on</strong>g>the</str<strong>on</strong>g> use situati<strong>on</strong>. The subcommittee<br />

also recommends that new products be assessed in relati<strong>on</strong> to<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> gross list <strong>and</strong> in relati<strong>on</strong> to alternative, n<strong>on</strong>-chemical methods.<br />

<str<strong>on</strong>g>Sub</str<strong>on</strong>g>stances that are <str<strong>on</strong>g>the</str<strong>on</strong>g>reby placed at <str<strong>on</strong>g>the</str<strong>on</strong>g> critical end of <str<strong>on</strong>g>the</str<strong>on</strong>g> gross list or<br />

that can be replaced by suitable alternative, n<strong>on</strong>-chemical methods<br />

should not be authorised. The sub-committee recommends use of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

following alternative methods:<br />

• mechanical weed c<strong>on</strong>trol<br />

• biological c<strong>on</strong>trol of pests<br />

• use of resistant varieties, including genetically modified crops<br />

• preventive operating methods.<br />

Since <str<strong>on</strong>g>the</str<strong>on</strong>g> alternative methods can also be harmful to <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment <strong>and</strong><br />

<strong>health</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g>ir suitability should be assessed in <str<strong>on</strong>g>the</str<strong>on</strong>g> same way as chemical<br />

methods.<br />

The sub-committee recommends that pesticides no l<strong>on</strong>ger be used in<br />

areas where groundwater is extracted for drinking purposes. In <str<strong>on</strong>g>the</str<strong>on</strong>g>se<br />
