In <str<strong>on</strong>g>the</str<strong>on</strong>g> case of <str<strong>on</strong>g>the</str<strong>on</strong>g> use of pesticides in forestry, for <str<strong>on</strong>g>the</str<strong>on</strong>g> fauna it is <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
indirect effects that are most damaging. The l<strong>on</strong>g-term effects <strong>on</strong> both<br />
flora <strong>and</strong> fauna cannot be assessed owing to a lack of tools <strong>and</strong><br />
knowledge.<br />
For <str<strong>on</strong>g>the</str<strong>on</strong>g> intermediate scenarios in which pesticides are used, <str<strong>on</strong>g>the</str<strong>on</strong>g> subcommittee<br />
recommends more c<strong>on</strong>sistent <strong>and</strong> systematic use of permanent<br />
spray-free z<strong>on</strong>es <strong>and</strong> protecti<strong>on</strong> borders to help protect watercourses,<br />
lakes <strong>and</strong> p<strong>on</strong>ds <strong>and</strong> preserve <str<strong>on</strong>g>the</str<strong>on</strong>g> vegetati<strong>on</strong> in small biotopes <strong>and</strong> nature<br />
areas, where <str<strong>on</strong>g>the</str<strong>on</strong>g>se still exist. In this c<strong>on</strong>necti<strong>on</strong> it must be ensured that<br />
c<strong>on</strong>tinuous dispersal corridors are established. Where <str<strong>on</strong>g>the</str<strong>on</strong>g> vegetati<strong>on</strong> of<br />
small terrestrial biotopes has been seriously affected by both herbicides<br />
<strong>and</strong> fertilisers in <str<strong>on</strong>g>the</str<strong>on</strong>g> last few decades, recol<strong>on</strong>isati<strong>on</strong> will normally be<br />
very slow. Here, it will be necessary to establish permanent spray-free<br />
<strong>and</strong> fertiliser-free edge z<strong>on</strong>es where it is found desirable to get <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
vegetati<strong>on</strong> <strong>and</strong> associated fauna re-established. In additi<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> subcommittee<br />
recommends actual nature rehabilitati<strong>on</strong>, including recreati<strong>on</strong><br />
of a more diverse flora <strong>and</strong> fauna (e.g. introducti<strong>on</strong> of amphibians <strong>and</strong><br />
invertebrates with a low capacity for recol<strong>on</strong>isati<strong>on</strong>).<br />
The sub-committee also thinks that c<strong>on</strong>siderati<strong>on</strong> should be given to<br />
increasing <str<strong>on</strong>g>the</str<strong>on</strong>g> distance requirements to watercourses <strong>and</strong> lakes.<br />
11.4 The sub-committee’s c<strong>on</strong>clusi<strong>on</strong>s <strong>and</strong> recommendati<strong>on</strong>s<br />
c<strong>on</strong>cerning <strong>health</strong> <strong>and</strong> safety<br />
The risk of acute effects <str<strong>on</strong>g>from</str<strong>on</strong>g> pesticides is deemed to be c<strong>on</strong>siderably<br />
lower today than it was just 10 years ago because <str<strong>on</strong>g>the</str<strong>on</strong>g> most harmful<br />
products may no l<strong>on</strong>ger be used. Some risk cannot be excluded for<br />
pers<strong>on</strong>s who do not observe <str<strong>on</strong>g>the</str<strong>on</strong>g> rules <strong>on</strong> pers<strong>on</strong>al protecti<strong>on</strong> <strong>and</strong> correct<br />
use of pesticides <strong>and</strong> pers<strong>on</strong>s who use inappropriate work routines <strong>and</strong> do<br />
not practise good work hygiene. The sub-committee notes, however, that<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g>re can be c<strong>on</strong>siderable exposure of sprayer operators <strong>and</strong> workers in<br />
greenhouses <strong>and</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> producti<strong>on</strong> of fruit <strong>and</strong> vegetables, where frequent<br />
use is made of pesticides.<br />
The sub-committee c<strong>on</strong>cludes that <str<strong>on</strong>g>the</str<strong>on</strong>g> risk of occupati<strong>on</strong>al injuries may<br />
rise in c<strong>on</strong>necti<strong>on</strong> with mechanical weed c<strong>on</strong>trol through <str<strong>on</strong>g>the</str<strong>on</strong>g> introducti<strong>on</strong><br />
of more machines <strong>and</strong> thus more repair work <strong>and</strong> maintenance. In<br />
additi<strong>on</strong>, increased manual weeding could result in a higher frequency of<br />
injuries in c<strong>on</strong>necti<strong>on</strong> with m<strong>on</strong>ot<strong>on</strong>ous, repetitive work (MRW). There<br />
is a generally higher risk of physical damage, particularly in <str<strong>on</strong>g>the</str<strong>on</strong>g> form of<br />
rheumatism, in agricultural workers. This risk is associated with stable<br />
work, milking, tractor operati<strong>on</strong> <strong>and</strong> heavy physical work <strong>and</strong> is thus not<br />
related to <str<strong>on</strong>g>the</str<strong>on</strong>g> use of pesticides.<br />
Nei<str<strong>on</strong>g>the</str<strong>on</strong>g>r c<strong>on</strong>venti<strong>on</strong>al nor organic farmers are accustomed to thinking<br />
very much about <strong>health</strong> <strong>and</strong> safety, <strong>and</strong> injuries are not always reported<br />
despite <str<strong>on</strong>g>the</str<strong>on</strong>g> fact that <str<strong>on</strong>g>the</str<strong>on</strong>g> agricultural sector has many serious accidents<br />
<strong>and</strong> more fatal accidents than all o<str<strong>on</strong>g>the</str<strong>on</strong>g>r sectors of industry. The subcommittee<br />
recommends that higher priority be given to <strong>health</strong> <strong>and</strong> safety<br />
in <str<strong>on</strong>g>the</str<strong>on</strong>g> agricultural sector, in c<strong>on</strong>necti<strong>on</strong> with both c<strong>on</strong>venti<strong>on</strong>al <strong>and</strong><br />
pesticide-free operati<strong>on</strong>.
