c<strong>on</strong>centrati<strong>on</strong>s than <str<strong>on</strong>g>the</str<strong>on</strong>g> limit value of 0.1 microgramme per litre for<br />
drinking water.<br />
• Pesticide c<strong>on</strong>centrati<strong>on</strong>s in watercourses are transported with <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
current. The highest c<strong>on</strong>centrati<strong>on</strong>s are probably rarely detected<br />
because <str<strong>on</strong>g>the</str<strong>on</strong>g> water c<strong>on</strong>taining <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticides passes <str<strong>on</strong>g>the</str<strong>on</strong>g> sampling site<br />
within such a short space of time that <str<strong>on</strong>g>the</str<strong>on</strong>g>re is very little chance of<br />
extracting a sample of <str<strong>on</strong>g>the</str<strong>on</strong>g> polluted water.<br />
• Small, slow-flowing watercourses <strong>and</strong> small p<strong>on</strong>ds are most exposed<br />
to any pesticide load.<br />
• The impact <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> flora <strong>and</strong> fauna in watercourses is brief, but even a<br />
short pulse of pesticides can have a major, acute effect <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
watercourses’ ecological c<strong>on</strong>diti<strong>on</strong>s. If <str<strong>on</strong>g>the</str<strong>on</strong>g> possibilities of<br />
recol<strong>on</strong>isati<strong>on</strong> are poor, e.g. due to barriers or geographical locati<strong>on</strong>,<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> effects can in some cases be observed for more than <strong>on</strong>e year.<br />
• The pesticide c<strong>on</strong>centrati<strong>on</strong> in p<strong>on</strong>ds <strong>and</strong> lakes will be l<strong>on</strong>ger-lasting<br />
than <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>centrati<strong>on</strong> in watercourses. It will not be possible to<br />
evaluate <str<strong>on</strong>g>the</str<strong>on</strong>g> occurrence <strong>and</strong> effect of pesticide c<strong>on</strong>centrati<strong>on</strong>s in lakes<br />
until data are available <str<strong>on</strong>g>from</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> m<strong>on</strong>itoring programme in c<strong>on</strong>necti<strong>on</strong><br />
with Aquatic Envir<strong>on</strong>ment Plan II.<br />
• In watercourses, insecticides have been detected in c<strong>on</strong>centrati<strong>on</strong>s that<br />
very probably affect <str<strong>on</strong>g>the</str<strong>on</strong>g> fauna, <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>re are documented cases of<br />
effects of herbicides <strong>on</strong> algae <strong>and</strong> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r primary producers.<br />
• There is no nati<strong>on</strong>al registrati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> effects <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> aquatic flora <strong>and</strong><br />
fauna.<br />
• The sub-committee recommends that more c<strong>on</strong>sistent <strong>and</strong> systematic<br />
use than hi<str<strong>on</strong>g>the</str<strong>on</strong>g>rto be made of permanent spray-free z<strong>on</strong>es <strong>and</strong><br />
protecti<strong>on</strong> borders, which, as buffer z<strong>on</strong>es, would help to protect<br />
watercourses, lakes <strong>and</strong> p<strong>on</strong>ds.<br />
5.4 The sub-committee’s c<strong>on</strong>clusi<strong>on</strong>s <strong>and</strong> recommendati<strong>on</strong>s<br />
c<strong>on</strong>cerning envir<strong>on</strong>mental impacts<br />
The main impacts occur in c<strong>on</strong>necti<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> applicati<strong>on</strong> of pesticides,<br />
with organisms being hit directly, <strong>and</strong> with indirect effects occurring as a<br />
c<strong>on</strong>sequence of <str<strong>on</strong>g>the</str<strong>on</strong>g> effect <strong>on</strong> food chains. Here, plants play a key role as<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> first link in <str<strong>on</strong>g>the</str<strong>on</strong>g> food chains. A Danish study has shown that <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
number <strong>and</strong> frequency of plant species in field studies have halved in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
last 20-25 years. From an agricultural point of view, this has been a<br />
desirable development, but it has adverse c<strong>on</strong>sequences for <str<strong>on</strong>g>the</str<strong>on</strong>g> natural<br />
species. The main reas<strong>on</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g> decline is <str<strong>on</strong>g>the</str<strong>on</strong>g> use of herbicides, but<br />
changes in cultivati<strong>on</strong> practice, including <str<strong>on</strong>g>the</str<strong>on</strong>g> use of fertilisers, have also<br />
had a major effect.<br />
During spraying, <str<strong>on</strong>g>the</str<strong>on</strong>g>re is spray drift to <str<strong>on</strong>g>the</str<strong>on</strong>g> surrounding areas. However,<br />
hedgerows, dikes, dry st<strong>on</strong>e walls <strong>and</strong> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r small biotopes are of such<br />
small width that <str<strong>on</strong>g>the</str<strong>on</strong>g>y should in practice be included in <str<strong>on</strong>g>the</str<strong>on</strong>g> area that is<br />
affected by spray products. Spray drift can affect both terrestrial <strong>and</strong><br />
