The sub-committee’s<br />
recommendati<strong>on</strong>s<br />
c<strong>on</strong>cerning coformulants<br />
parts c<strong>on</strong>taining pesticide residues. Syn<str<strong>on</strong>g>the</str<strong>on</strong>g>tic pesticides usually c<strong>on</strong>tain<br />
chemical structures that are seldom found in nature. The physical <strong>and</strong><br />
chemical properties of <str<strong>on</strong>g>the</str<strong>on</strong>g> molecule, <strong>and</strong> thus its toxicity, are <str<strong>on</strong>g>the</str<strong>on</strong>g>reby<br />
changed. This effect depends particularly <strong>on</strong> changes in <str<strong>on</strong>g>the</str<strong>on</strong>g> directi<strong>on</strong> of<br />
lower degradability, greater persistence, changed solubility <strong>and</strong> increased<br />
penetrati<strong>on</strong> in membranes.<br />
The following specific c<strong>on</strong>clusi<strong>on</strong>s can be drawn:<br />
• The heavy metals cadmium, lead <strong>and</strong> mercury present a greater <strong>health</strong><br />
problem than pesticides, but are not a serious problem<br />
envir<strong>on</strong>mentally. However, attenti<strong>on</strong> must be paid to a potential<br />
accumulati<strong>on</strong> in cultivated soil of, in particular, cadmium, lead <strong>and</strong><br />
copper.<br />
• Compared with <str<strong>on</strong>g>the</str<strong>on</strong>g> effect of pesticides, <str<strong>on</strong>g>the</str<strong>on</strong>g> direct effect of xenobiotic<br />
substances <strong>on</strong> cultivated soil <strong>and</strong> thus <strong>on</strong> crops is small. However,<br />
relatively little is known about potential, indirect polluti<strong>on</strong> by<br />
xenobiotic substances, for example via air or through accidental loss,<br />
spillage or discharge to water. There may <str<strong>on</strong>g>the</str<strong>on</strong>g>refore be grounds for<br />
c<strong>on</strong>cern since <str<strong>on</strong>g>the</str<strong>on</strong>g> l<strong>on</strong>g-term effects of even small c<strong>on</strong>centrati<strong>on</strong>s are<br />
not known. With <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment policy now pursued, efforts are<br />
being made, both nati<strong>on</strong>ally <strong>and</strong> internati<strong>on</strong>ally, to ensure a reducti<strong>on</strong><br />
at source, but owing to <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tinuing supply of such substances, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
load must be m<strong>on</strong>itored <strong>on</strong> a l<strong>on</strong>g-term basis.<br />
• Organic pollutants are not generally a problem in cultivated soil. With<br />
frequent applicati<strong>on</strong> of sludge <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> same area, <str<strong>on</strong>g>the</str<strong>on</strong>g> total quantity of<br />
xenobiotic substances can be of <str<strong>on</strong>g>the</str<strong>on</strong>g> same order of magnitude as <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
pesticide load.<br />
• The use of veterinary drugs <strong>and</strong> growth promoters involves a risk of<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> development of resistant microorganisms, <strong>and</strong> too little is as yet<br />
known about <str<strong>on</strong>g>the</str<strong>on</strong>g> possible effect of manure <strong>on</strong> cultivated l<strong>and</strong> to assess<br />
veterinary drugs <strong>and</strong> growth promoters in relati<strong>on</strong> to pesticides.<br />
• A number of naturally occurring substances are to a limited extent<br />
used as pesticides. The substances in questi<strong>on</strong> are relatively easily<br />
degradable, so <str<strong>on</strong>g>the</str<strong>on</strong>g>ir acti<strong>on</strong> time is short, but <str<strong>on</strong>g>the</str<strong>on</strong>g> sub-committee finds<br />
that <str<strong>on</strong>g>the</str<strong>on</strong>g>re is in principle no difference between <str<strong>on</strong>g>the</str<strong>on</strong>g>se substances <strong>and</strong><br />
syn<str<strong>on</strong>g>the</str<strong>on</strong>g>tic pesticides. The sub-committee c<strong>on</strong>cludes that, compared<br />
with natural substances, pesticides have a c<strong>on</strong>siderably greater<br />
potential for envir<strong>on</strong>mentally harmful effects because of <str<strong>on</strong>g>the</str<strong>on</strong>g> way <str<strong>on</strong>g>the</str<strong>on</strong>g>y<br />
are used, <str<strong>on</strong>g>the</str<strong>on</strong>g>ir relatively low degradability <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir chemically<br />
determined, intensified mode of acti<strong>on</strong>. With respect to human <strong>health</strong>,<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> sub-committee finds that some naturally occurring c<strong>on</strong>stituents of<br />
plants can present a risk <strong>and</strong> that, for example in c<strong>on</strong>necti<strong>on</strong> with<br />
“Novel Food” products, <str<strong>on</strong>g>the</str<strong>on</strong>g>y should be subjected to a risk analysis in<br />
line with pesticides.<br />
• The sub-committee recommends that <str<strong>on</strong>g>the</str<strong>on</strong>g> authorisati<strong>on</strong> scheme be<br />
exp<strong>and</strong>ed so that <str<strong>on</strong>g>the</str<strong>on</strong>g> requirements c<strong>on</strong>cerning coformulants approach<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> requirements made c<strong>on</strong>cerning active ingredients. In this<br />
c<strong>on</strong>necti<strong>on</strong>, all carcinogenic substances should be banned. However,<br />
coformulants are also used for o<str<strong>on</strong>g>the</str<strong>on</strong>g>r purposes than pesticide<br />
