Preface<br />
The <str<strong>on</strong>g>Sub</str<strong>on</strong>g>-committee for Envir<strong>on</strong>ment <strong>and</strong> Health, which is part of <str<strong>on</strong>g>the</str<strong>on</strong>g> Bichel<br />
Committee, was appointed in autumn 1997 to assess <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sequences for<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment <strong>and</strong> public <strong>health</strong> of phasing out <str<strong>on</strong>g>the</str<strong>on</strong>g> use of pesticides.<br />
This report is a result of those assessments <strong>and</strong> is <strong>on</strong>e of five technical<br />
background reports that form <str<strong>on</strong>g>the</str<strong>on</strong>g> basis for <str<strong>on</strong>g>the</str<strong>on</strong>g> Bichel Committee's final<br />
report to <str<strong>on</strong>g>the</str<strong>on</strong>g> Minister of Envir<strong>on</strong>ment <strong>and</strong> Energy.<br />
The o<str<strong>on</strong>g>the</str<strong>on</strong>g>r background reports cover <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sequences for agriculture, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
c<strong>on</strong>sequences for <str<strong>on</strong>g>the</str<strong>on</strong>g> ec<strong>on</strong>omy <strong>and</strong> employment <strong>and</strong>, lastly, <str<strong>on</strong>g>the</str<strong>on</strong>g> legal<br />
possibilities of phasing out <str<strong>on</strong>g>the</str<strong>on</strong>g> use of pesticides. The last-menti<strong>on</strong>ed<br />
report also covers <str<strong>on</strong>g>the</str<strong>on</strong>g> overall c<strong>on</strong>sequences of total restructuring for<br />
organic farming.<br />
This is <str<strong>on</strong>g>the</str<strong>on</strong>g> first time in Denmark - <strong>and</strong> probably also internati<strong>on</strong>ally - that<br />
such an extensive interdisciplinary analysis has been c<strong>on</strong>ducted of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
c<strong>on</strong>sequences for agriculture of a total or partial phase-out of pesticide use<br />
<strong>and</strong> of total restructuring for organic producti<strong>on</strong>.<br />
The <str<strong>on</strong>g>Sub</str<strong>on</strong>g>-committee for Envir<strong>on</strong>ment <strong>and</strong> Health found a wide range of<br />
<strong>health</strong> <strong>and</strong> envir<strong>on</strong>mental impacts <str<strong>on</strong>g>from</str<strong>on</strong>g> pesticides that are now banned.<br />
On this basis, <str<strong>on</strong>g>the</str<strong>on</strong>g> sub-committee also found that our knowledge about<br />
impacts is c<strong>on</strong>stantly increasing, so substances that are at present<br />
regarded as safe may be viewed differently in <str<strong>on</strong>g>the</str<strong>on</strong>g> future. Experience to<br />
date thus c<strong>on</strong>firms that pesticides should <strong>on</strong>ly be used with great cauti<strong>on</strong>.<br />
The sub-committee also ascertained a number of impacts <str<strong>on</strong>g>from</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> use of<br />
pesticides <strong>on</strong> both <str<strong>on</strong>g>the</str<strong>on</strong>g> terrestrial <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> aquatic envir<strong>on</strong>ment, but did not<br />
find any <strong>health</strong> effects <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> populati<strong>on</strong> in general <str<strong>on</strong>g>from</str<strong>on</strong>g> currently<br />
authorised pesticides. The sub-committee identified various lacunae in<br />
our knowledge that make it difficult to calculate <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sequences of<br />
phasing out <str<strong>on</strong>g>the</str<strong>on</strong>g> use of pesticides. The sub-committee <str<strong>on</strong>g>the</str<strong>on</strong>g>refore had to<br />
limit <str<strong>on</strong>g>the</str<strong>on</strong>g> actual analysis of c<strong>on</strong>sequences to <str<strong>on</strong>g>the</str<strong>on</strong>g> few impacts about which<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g>re was sufficient background informati<strong>on</strong>.<br />
The sub-committee also c<strong>on</strong>sidered how <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment <strong>and</strong> <strong>health</strong><br />
could be protected still fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r <strong>and</strong>, in that c<strong>on</strong>necti<strong>on</strong>, indicated various<br />
areas for acti<strong>on</strong>.<br />
The sub-committee based its report <strong>on</strong> a number of c<strong>on</strong>sultants' reports.<br />
The c<strong>on</strong>sultants, <str<strong>on</strong>g>the</str<strong>on</strong>g> members of <str<strong>on</strong>g>the</str<strong>on</strong>g> sub-committee <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> secretariat<br />
all made a major c<strong>on</strong>tributi<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> creati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> report, <strong>and</strong> we take<br />
this opportunity to thank every<strong>on</strong>e c<strong>on</strong>cerned for <str<strong>on</strong>g>the</str<strong>on</strong>g>ir good work.<br />
