be necessary to obtain EU agreement to such requirements. It will at any<br />

rate take time before <str<strong>on</strong>g>the</str<strong>on</strong>g> desired data are available. Before <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

requirements can be tightened, agreement must be reached <strong>on</strong> which data<br />

are necessary <strong>and</strong> sufficient, <strong>and</strong> a procedure must be laid down for<br />

procuring <str<strong>on</strong>g>the</str<strong>on</strong>g>m.<br />

3) New decisi<strong>on</strong>-making tools based <strong>on</strong> statistical methods<br />

Although ranking methods are based <strong>on</strong> a very simple underst<strong>and</strong>ing of<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> process <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>refore cannot st<strong>and</strong> al<strong>on</strong>e in an assessment, major<br />

studies indicate that <str<strong>on</strong>g>the</str<strong>on</strong>g>re is, in spite of everything, some relati<strong>on</strong>ship<br />

between relatively simple parameters <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> occurrence of pesticides<br />

that is observed. Much of <str<strong>on</strong>g>the</str<strong>on</strong>g> observed variati<strong>on</strong> in occurrence can in fact<br />

be explained <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis of relatively simple relati<strong>on</strong>ships (Koplin et al.<br />

1998; Kreuger, Tornqvist 1998). As results come in <str<strong>on</strong>g>from</str<strong>on</strong>g> still more<br />

studies (nati<strong>on</strong>al <strong>and</strong> internati<strong>on</strong>al), it is recommended that decisi<strong>on</strong>making<br />

tools be developed (simple ranking index) <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis of<br />

statistically documented relati<strong>on</strong>ships with a view to generalising <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

studies to uninvestigated areas <strong>and</strong> pesticides. The possibility of<br />

developing simple, stochastic (probabilistic) models should also be<br />

looked into.<br />

4) Better data for <str<strong>on</strong>g>the</str<strong>on</strong>g> deterministic models<br />

The questi<strong>on</strong> has been raised of whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r <strong>on</strong>e could use model<br />

calculati<strong>on</strong>s to rank authorised pesticides <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis of <str<strong>on</strong>g>the</str<strong>on</strong>g>ir leaching<br />

risk. The calculati<strong>on</strong> of leaching by means of MACRO covers a range of<br />

factors that are not taken into account in <str<strong>on</strong>g>the</str<strong>on</strong>g> simple indices – <str<strong>on</strong>g>the</str<strong>on</strong>g> relevant<br />

dosage for a specific crop, plant cover, dosing time, Danish climatic<br />

c<strong>on</strong>diti<strong>on</strong>s (precipitati<strong>on</strong> <strong>and</strong> temperature) <strong>and</strong> preferential flow for<br />

structured soils. However, some factors have to be clarified before<br />

MACRO can be used to rank <str<strong>on</strong>g>the</str<strong>on</strong>g> authorised pesticides:<br />

• Quality-assured data have to be obtained for each pesticide’s<br />

degradati<strong>on</strong> <strong>and</strong> adsorpti<strong>on</strong> in different types <strong>and</strong> strata of soil,<br />

toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r with <str<strong>on</strong>g>the</str<strong>on</strong>g> dosage.<br />

• It must be clarified how <str<strong>on</strong>g>the</str<strong>on</strong>g> uncertainty <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> variables describing <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

degradati<strong>on</strong> <strong>and</strong> adsorpti<strong>on</strong> is to be assessed.<br />

• Limit values must be defined.<br />

• It must be clarified how representative <str<strong>on</strong>g>the</str<strong>on</strong>g> scenarios used by DEPA<br />

are.<br />

Ranking by means of MACRO does not directly include an assessment of<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> extent to which metabolites are formed, which must be c<strong>on</strong>sidered a<br />

serious c<strong>on</strong>straint.<br />

Even if satisfactory data are obtained <strong>and</strong> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r factors can be<br />

satisfactorily clarified, ranking by means of MACRO cannot st<strong>and</strong> al<strong>on</strong>e.<br />

An integrated expert assessment will also be needed.
