<strong>and</strong> <strong>health</strong> scenarios for phasing<br />
out pesticides<br />
10.1 Descripti<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> scenarios<br />
This chapter describes <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sequences for <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment <strong>and</strong> <strong>health</strong><br />
of some of <str<strong>on</strong>g>the</str<strong>on</strong>g> scenarios that have been coordinated with <str<strong>on</strong>g>the</str<strong>on</strong>g> technical<br />
sub-committees <strong>on</strong> "agriculture", "producti<strong>on</strong>, ec<strong>on</strong>omy <strong>and</strong><br />
employment" <strong>and</strong> "legislati<strong>on</strong>" (Main Committee <str<strong>on</strong>g>Report</str<strong>on</strong>g> 1999). The<br />
scenarios are compared with present producti<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> agricultural sector.<br />
The scenarios are as follows:<br />
• Present producti<strong>on</strong> (1994)<br />
• 0-scenario: total phase-out of pesticides<br />
• 0+scenario: almost total phase-out of pesticides<br />
• +scenario: limited use of pesticides<br />
• ++scenario: reduced use of pesticides<br />
It should be noted that <str<strong>on</strong>g>the</str<strong>on</strong>g>re are <strong>on</strong>ly sufficient data for real calculati<strong>on</strong>s<br />
of <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sequences of a total or partial phase-out of pesticides compared<br />
with present producti<strong>on</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g> following impacts:<br />
• Impacts <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> populati<strong>on</strong> density of selected soil organisms<br />
(springtails <strong>and</strong> earthworms in farml<strong>and</strong>)<br />
• Impacts <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> populati<strong>on</strong>s of 9 farml<strong>and</strong> bird species<br />
• Impacts <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> size of <str<strong>on</strong>g>the</str<strong>on</strong>g> seed pool in farml<strong>and</strong><br />
• Probability of impacts <strong>on</strong> algae <strong>and</strong> crustaceans in p<strong>on</strong>ds<br />
• The populati<strong>on</strong>’s intake of pesticides<br />
In c<strong>on</strong>necti<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> calculati<strong>on</strong>s, a number of qualitative assessments<br />
have been carried out of <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sequences of <str<strong>on</strong>g>the</str<strong>on</strong>g> various scenarios for<br />
important envir<strong>on</strong>mental <strong>and</strong> <strong>health</strong> aspects in c<strong>on</strong>necti<strong>on</strong> with a total or<br />
partial phase-out of pesticides.<br />
The analysis is based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> 12 types of farm set up in chapter 4 of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
Main Committee's report. For each of <str<strong>on</strong>g>the</str<strong>on</strong>g>se types of farm, proposals have<br />
been made for adjustment of <str<strong>on</strong>g>the</str<strong>on</strong>g> crop rotati<strong>on</strong>s to accommodate a phaseout<br />
of pesticides.<br />
The basis for <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed crop rotati<strong>on</strong>s in this scenario is as follows:<br />
The farms' present producti<strong>on</strong> <strong>and</strong> structure are kept largely unchanged<br />
with respect to livestock units <strong>and</strong> types of crop. The total livestock<br />
producti<strong>on</strong> is maintained. In order to compensate for a reducti<strong>on</strong> in<br />
