Annex 1<br />

Data required for authorisati<strong>on</strong> of pesticides<br />

When applicati<strong>on</strong> is made for authorisati<strong>on</strong> of pesticides, <str<strong>on</strong>g>the</str<strong>on</strong>g> applicant<br />

must supply <str<strong>on</strong>g>the</str<strong>on</strong>g> data, with appurtenant analyses, specified in Annexes<br />

5.1 <strong>and</strong> 5.3 to Ministry of Envir<strong>on</strong>ment <strong>and</strong> Energy Order No. 241 of 27<br />

April 1998 <strong>on</strong> Pesticides. For substances that are new in <str<strong>on</strong>g>the</str<strong>on</strong>g> EU (i.e. for<br />

which applicati<strong>on</strong> is made after 15 June 1993), <str<strong>on</strong>g>the</str<strong>on</strong>g> data requirements for<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> active ingredient have been slightly exp<strong>and</strong>ed, <strong>and</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g>se<br />

pesticides, too, more informati<strong>on</strong> is required c<strong>on</strong>cerning <str<strong>on</strong>g>the</str<strong>on</strong>g> formulated<br />

products. That is, however, of no relevance in this c<strong>on</strong>text because it<br />

c<strong>on</strong>cerns <strong>on</strong>ly a very limited number of substances.<br />

In <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>mental area, data are required c<strong>on</strong>cerning some of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

active ingredient’s physical <strong>and</strong> chemical properties, its “fate” in soil <strong>and</strong><br />

water <strong>and</strong> its toxicity to a number of aquatic <strong>and</strong> terrestrial organisms.<br />

The minimum informati<strong>on</strong> required c<strong>on</strong>cerning <str<strong>on</strong>g>the</str<strong>on</strong>g> active ingredient is<br />

listed below.<br />

• Physical <strong>and</strong> chemical data (that are of relevance to <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>mental<br />

risk assessment): solubility in water <strong>and</strong> organic solvents, vapour<br />

pressure, hydrolytic stability <strong>and</strong> distributi<strong>on</strong> coefficient noctanol/water.<br />

• Metabolism <strong>and</strong> degradati<strong>on</strong> in soil: photolysis <strong>on</strong> ground surface, rate<br />

of degradati<strong>on</strong> in three types of soil under aerobic c<strong>on</strong>diti<strong>on</strong>s,<br />

metabolism, rate of degradati<strong>on</strong> at two temperatures <strong>and</strong> at two<br />

dosages, dependence of rate of degradati<strong>on</strong> <strong>on</strong> water c<strong>on</strong>tent, rate of<br />

degradati<strong>on</strong> in sterile soil <strong>and</strong> under anaerobic c<strong>on</strong>diti<strong>on</strong>s, evaporati<strong>on</strong><br />

<str<strong>on</strong>g>from</str<strong>on</strong>g> soil (calculated <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis of <str<strong>on</strong>g>the</str<strong>on</strong>g> physical <strong>and</strong> chemical<br />

properties).<br />

• Mobility in soil: leaching tests in soil columns with <str<strong>on</strong>g>the</str<strong>on</strong>g> active<br />

ingredient, performed with three different types of soil, leaching tests<br />

in soil columns with aged active ingredient, performed in <strong>on</strong>e type of<br />

soil, adsorpti<strong>on</strong> <strong>and</strong> desorpti<strong>on</strong> tests.<br />

• Metabolism <strong>and</strong> degradati<strong>on</strong> in water: BOD value <strong>and</strong> BOD/COD<br />

ratio, adsorpti<strong>on</strong> to organic material (plankt<strong>on</strong> <strong>and</strong> sediment),<br />

accumulati<strong>on</strong> in sediment (BOD = Biological Oxygen Dem<strong>and</strong>; COD<br />

= Chemical Oxygen Dem<strong>and</strong>).<br />

• Test for bioaccumulati<strong>on</strong> in aquatic ecosystems if <str<strong>on</strong>g>the</str<strong>on</strong>g> distributi<strong>on</strong><br />

coefficient n-octanol/water is greater than 1000.<br />

• Toxic effect <strong>on</strong> aquatic organisms: acute toxicity in fish (2 species),<br />

acute toxicity in daphnia (1 species), reproducti<strong>on</strong> test <strong>on</strong> daphnia (1<br />

species), acute toxicity in algae.
