of s<strong>el</strong>f restraint, to maintain a harmonious re<strong>la</strong>tionship with society, to comply with <strong>la</strong>ws and<br />
regu<strong>la</strong>tions, and to secure nuclear safety.<br />
In order to implement these ideals, we the members of the AESJ have established herein fundamental<br />
canons of attitude and conduct.<br />
Fundamental Canons:<br />
• We shall restrict the use of atomic energy to peaceful purposes while endeavoring to solve<br />
the problems confronting humans.<br />
• We shall hold the safety of the public <strong>para</strong>mount in the performance of our professional<br />
duties and through our conduct strive to obtain the public trust.<br />
• We shall strive to improve our own professional competence and simultaneously to improve<br />
the professional competence of persons involved.<br />
• We shall make every effort to be fully aware of our own professional capabilities. If a job<br />
requires an extraordinary proficiency beyond our capability, we shall pursue a course that<br />
will not cause serious damage to society.<br />
• We shall strive to assure that all information we utilize is accurate and fulfill the obligation<br />
to disclose all information to the public in order to obtain the public trust.<br />
• We shall respect truth and make our own judgments with fairness, justice, and impartiality.<br />
• To the extent that contract c<strong>la</strong>uses do not conflict with the provisions of all the <strong>la</strong>ws as<br />
w<strong>el</strong>l as the norms in society, we shall seriously consider and faithfully fulfill the contracts<br />
re<strong>la</strong>ted to our work.<br />
• We shall conduct our work re<strong>la</strong>ted to atomic energy with pride, and make sincere efforts<br />
to increase the esteem of that work.<br />

Code of ethics for the life sciences<br />
All persons and institutions engaged in any aspect of the life sciences must:<br />
1. Work to ensure that their discoveries and knowledge do no harm. (i) by refusing to engage<br />
in any research that is intended to facilitate or that has a high probability of being used<br />
to facilitate bioterrorism or biowarfare; and (ii) by never knowingly or recklessly contributing<br />
to dev<strong>el</strong>opment, production, or acquisition of microbial or other biological agents or<br />
toxins, whatever their origin or method of production, of types or in quantities that cannot<br />
be justified on the basis that they are necessary for prophy<strong>la</strong>ctic, protective, therapeutic,<br />
or other peaceful purposes.<br />
2. Work for ethical and beneficent advancement, dev<strong>el</strong>opment, and use of scientific knowledge.<br />
3. Call to the attention of the public, or appropriate authorities, activities (including unethical<br />
research) that there are reasonable grounds to b<strong>el</strong>ieve are lik<strong>el</strong>y to contribute to<br />
bioterrorism or biowarfare.<br />
4. Seek to allow access to biological agents that could be used as biological weapons only<br />
to individuals for whom there are reasonable grounds to b<strong>el</strong>ieve that they will not misuse<br />
them.<br />
5. Seek to restrict dissemination of dual-use information and knowledge to those who need<br />
to know in cases where there are reasonable grounds to b<strong>el</strong>ieve that the information or<br />
knowledge could be readily misused through bioterrorism or biowarfare.<br />
6. Subject research activities to ethics and safety reviews and monitoring to ensure that (i)<br />
legitimate benefits are being sought and that they outweigh the risks and harms; and (ii)<br />
