circumstance of the modal shift within the port itself is the situation that guarantees a better<br />

safety to the port user. From the Customs point of view, when talking about cost control, this<br />

transportation strategy <strong>de</strong>pends on better productivity of the port terminal operators for the<br />

benefit of the railways which are within the port area. Consequently, the logistics could be<br />

planned having the port as a point of start, whenever there is an exhaustion of the system of<br />

movement management in the sense of organizing the operation of modal shift of cargo<br />

within SP hinterland.<br />

Thus, the logistics does not foresee only an a<strong>de</strong>quacy of the modal, but a need for<br />

analysis of the market and of the modals consi<strong>de</strong>ring the value they add summed to the<br />

costs and inventory-theoretic, also taking into account the concern with an a<strong>de</strong>quate<br />

environmental management in the port area as well as to sustainability.<br />

Although the modal is an effective option, not many theoretical references are found<br />

on this tool in Brazil, ren<strong>de</strong>ring it necessary the holding of <strong>de</strong>ep studies on the theme for its<br />

utilization by the companies. It has been shown that the modal shift is a complex alternative,<br />

which requires attention to the involved factors in the containerized cargo transport from the<br />

distances between port and hinterland adding competitive advantages through operational<br />

logistics costs in the supply chain and it is the kind of modal a<strong>de</strong>quate to the i<strong>de</strong>ntified<br />

conditions in the geographical and political space in analysis.<br />
