20.5.2 NON-ABORIGINAL COMMUNITIES<br />

The primary non-aboriginal <strong>com</strong>munities affected by the <strong>Project</strong> are Beaver Creek,<br />

Burwash Landing and Destruction Bay (Figure 20.1). Beaver Creek located<br />

approximately 120 km north of the site, near the Yukon/Alaska border, and serves as<br />

a US/Canada Customs post (Yukon ECO 2011b). Burwash Landing is located<br />

approximately 35 km southeast of the mineral claim and mine site. Destruction Bay,<br />

located approximately 50 km southeast of the mineral claim and mine site, is a centre<br />

for construction and maintenance on the Alaska Highway (Yukon ECO 2011a).<br />

Additional land users that may be affected by the <strong>Project</strong> include users of the wildlife<br />

sanctuary.<br />

20.5.3 RESOURCE HARVEST S ECTION<br />

No trapping concessions are registered within the immediate vicinity of the Property,<br />

although registered trapping concessions are present north of the Alaska Highway<br />

(Environment Yukon 2011). Hunting access to the wildlife sanctuary is only open to<br />

Kluane and White River First Nation subsistence hunters, with the exception of two<br />

permits for Dall’s sheep hunting. These permits are acquired by an annual draw;<br />

however, a draw was not held in 2011 (C. Coppard, pers. <strong>com</strong>m.).<br />

20.5.4 CONSULTATION WITH L OCAL FIRST NATIONS<br />

The implementation of an effective <strong>com</strong>munity and Aboriginal engagement program<br />

is fundamental to the successful environmental permitting of mining projects.<br />

According to YESAA, industry is required to consult with First Nations in whose<br />

territory the <strong>Project</strong> will be located (or may have significant environmental or socioeconomic<br />

effects) before submitting a proposal for an EA. First Nations<br />

consultations, as part of a <strong>com</strong>prehensive <strong>com</strong>munity engagement program, should<br />

be initiated as soon as possible. Consultation will include addressing settlement land,<br />

heritage sites and/or resources, if any, which may be present within or adjacent to<br />

the Property.<br />

Consultation and the development of a working relationship with local First Nations<br />

typically involves the development of a series of agreements that lay the groundwork<br />

for conversations. These include:<br />

• memorandums of understanding<br />

• protocol agreements<br />

• <strong>com</strong>munity consultation/participation agreements.<br />

As project exploration and development proceeds, other agreements will be<strong>com</strong>e<br />

necessary, including:<br />

• socio-economic/<strong>com</strong>munity economic benefits agreements<br />
