12.9 The Central Fee Rules provide that a request for obtaining information shall be<br />
accompanied by an application fee of rupees ten by way of cash against proper<br />
receipt or by demand draft or bankers’ cheque or Indian Postal Order payable to the<br />
Account Officer of the public authority. The applicant may have to pay fee in addition<br />
to application fee for obtaining documents or for inspecting the documents as follows:<br />
(i)<br />
(ii)<br />
Rs.2 for each page in A-4 or A-3 size of paper<br />
Actual charge or cost price of a copy in larger size paper.<br />
(iii) Rs.50 per floppy or diskett<br />
(iv)<br />
(v)<br />
for inspection of records, no fee for the first hour; and a fee or rupees five<br />
(Rs.5/-) for each subsequent hour (or fraction thereof)<br />
for information provided in printed form at the price fixed for such publication<br />
or rupees two per page of photocopy for extracts from the publication.<br />
12.10 The persons below poverty line are not required to pay any fee for seeking<br />
information.<br />
12.11 The Appeal Rules notified by the Government of India prescribe the procedure for<br />
deciding appeals by the Central Information Commission. Similar rules have been<br />
notified by the States. The Central Rules, in particular, provide for the following<br />
aspects of the appeal:-<br />

12.12 In order to ensure effective implementation of the provisions of the Act, the<br />
Government has issued instructions requiring all public authorities to update records,<br />
improve infrastructure and bring out necessary manuals as provided in the Act;<br />
