ADMINISTRATIVE VIGILANCE DIVISION<br />
DISCIPLIN<strong>AR</strong>Y PROCEEDINGS AND SANCTIONS FOR PROSECUTION<br />
6.5 The Vigilance Division of the Department of Personnel and Training is responsible<br />
for examination of disciplinary cases in respect of IAS officers working under the<br />
Central Government and officers (Group I and above) of the Central Secretariat<br />
Service (CSS). The Division also processes cases referred by the state governments<br />
and ministries / departments under Government of India on the following issues:<br />
• Proposals from States to impose major penalty of dismissal / removal / compulsory<br />
retirement on members of Indian Administrative Service<br />
• Proposals from State seeking permission under the AIS (DCRB) Rules to<br />
initiate action against retired members of IAS<br />

Proposals from State for imposing penalty of cut in pension<br />
Proposal to initiate disciplinary proceedings/suspension of IAS officers working<br />
under the Government of India<br />
Appeals against suspension submitted by IAS officers serving in the States<br />
Requests for sanction for prosecution under the Prevention of Corruption Act,<br />
1988 against the above categories of officers<br />
Providing advice / clarification to the State Governments / Departments on<br />
the procedural aspects of disciplinary proceedings<br />
Providing information regarding vigilance status of IAS and CSS (Gr. I and<br />
above) officers at the time of their empanelment/promotion/posting etc. To<br />
facilitate this function a Computerised Vigilance Information System has been<br />
operationalised with a central data base and facility can be accessed by the<br />
concerned requisitioning Divisions of this Department.<br />
6.5.1 During the period with effect from 01 April, 2008 to 31 March, 2009, a total number<br />
of 97 complaints (IAS 95, CSS 2) were disposed off. Final orders in disciplinary<br />
proceedings were issued in 18 cases (IAS 9, CSS9). Request of CBI and State<br />
Investigation Agencies for grant of sanction for prosecution under Prevention of<br />
Corruption Act, 1988 were decided in 9 cases (all IAS) and orders issued. In one<br />
