18 The Ministry of Personnel, Public Grievances and Pensions is also an institutional<br />

member of the International Institute of Administrative Sciences (IIAS). The IIAS<br />

was set up in 1930 with its headquarters at Brussels, Belgium. The Institute promotes<br />

development of administrative sciences, institutional development of the economy<br />

and of the public sector management, better organisation and operation of public<br />

administrative agencies, improvement of administrative methods and techniques,<br />

etc.<br />

18.1 A large part of IIAS activities is devoted to analysis and research, dissemination of<br />

information and consultancy. Three kinds of major meetings are organized by IIAS<br />

over a three year cycle: the International Congress of Administrative Sciences whose<br />

objective is to examine major trends world-wide in public administration; the Regional<br />

International Conference which focuses on a theme linked to problems of a region<br />

and Specialised International Conference which focuses on a very specific current<br />

theme.<br />

MEMORANDUM OF UNDERSTANDING BETWEEN INDIA AND MALAYSIA<br />

19. A Memorandum of Understanding on cooperation in the field of Civil Service,<br />

Personnel Management and Public Administration between Government of India,<br />

represented by the Ministry of Personnel, Public Grievances and Pensions<br />

(Department of Administrative Reforms and Public Grievances) and the Government<br />

of Malaysia, represented by the Public Service Department, was signed on 14 May,<br />

2001 during the visit of Prime Minister of India to Malaysia.<br />

19.1 To facilitate the implementation of the MoU across various spheres of interest<br />

identified for exchange and cooperation, a Joint Working Group on Civil Service<br />

(JWGCS), which is an inter-governmental machinery of India and Malaysia, has<br />

been constituted. The JWGCS consists of members of both the countries as<br />

nominated by the concerned parties. The Secretary, Ministry of Personnel, Public<br />

Grievances and Pensions is the leader of the Indian side and the Director General,<br />

Public Service Department is the leader of the Malaysian side. The JWGCS has<br />

formed three Task Forces for each side under its supervision with specific direction<br />

to spearhead issues in the identified areas of interest.<br />
