TRAINING INSTITUTES<br />
Social Services Society which organizes outdoor clinics for the poor TB patients of<br />
Mussoorie and surrounding areas, including rickshaw pullers; and runs a school<br />
“Balwadi” for the poor children. Blood donation camps are organised twice a year<br />
where enthusiastic participation from the probationers is seen.<br />
17.3.3 During 2007, one Foundation Course viz., 81 st Foundation Course was organised<br />
and in the following year one Foundation Course viz., 82 nd Foundation Course was<br />
organised from 1 September to 12 December, 2008. One Parallel Foundation Course<br />
for the allied services was also organied at the Dr. MCR Institute of Human Resource<br />
Development of Andhra Pradesh, Hyderabad<br />
IAS PROFESSIONAL COURSE, PHASE–I (26 WEEKS)<br />
17.4 After completion of the Foundation course, the IAS officer trainees and trainees of<br />
Royal Bhutan Civil Service undergo the Professional Course Phase-I for 26 weeks.<br />
This course aims to develop and hone the professional skills in handling a large<br />
range of responsibilities that an officer shoulders within the first ten years of service.<br />
An emphasis is laid on the understanding of public systems and their management,<br />
together with grounding in public administration, law, economics and computer<br />
applications. During the first part of Phase-I, the officer trainees are sent on a nine<br />
week Winter Study Tour [Bharat Darshan] comprising attachments with the three<br />
armed forces, public sector, private sector units, municipal bodies, voluntary<br />
agencies, specially those working in difficult conditions, and civil administration in<br />
insurgency affected areas, etc. The officer trainees are required to maintain a detailed<br />
account of their activities and visits by means of a daily diary, which is used for<br />
assessment. They are also required to make presentations on their experience and<br />
learning upon their return.<br />
17.4.1These exposures give the officers an opportunity to experience the diverse mosaic<br />
of our country. They also get an opportunity to see and understand closely the<br />
functioning of various organisations. The stay at villages as part of the Winter<br />
Study Tour and exposure to grass root realities of our country sensitizes the officer<br />
trainees to the plight of the citizenry. Interaction with grass-root level political executive<br />
also sharpens their understanding of democratic institutions. Stress is laid on local<br />
self-government institutions being respected and helped as facilitators in the process<br />
of development.<br />
