Central Government Employees Welfare Coordination Committees in Central<br />

Government Offices located outside Delhi, Resident Welfare Associations / Area<br />

Welfare Officers, Benevolent Fund and Departmental Canteens. The Department<br />

of Personnel and Training is the nodal agency for four registered societies set up for<br />

the welfare of the Government employees and their families. These societies are<br />

the Central Civil Services Cultural and Sports Board, Grih Kalyan Kendra, Kendriya<br />

Bhandar and Civil Services Officers Institute (CSOI). These are located in Delhi.<br />

Administrative Vigilance<br />

2.8 The Administrative Vigilance Division is the nodal agency in the field of Vigilance<br />

and Anti-corruption. Its main tasks, inter-alia, are to oversee and provide necessary<br />

directions to the Government’s programme of maintaining discipline and eradicating<br />

corruption from public services. In order to step up efforts towards containment of<br />

corruption, the three-pronged strategy for prevention, surveillance and detection<br />

supplemented by deterrent and punitive action adopted during the preceding years,<br />

continued to be followed during the current year also. Towards this end, the<br />

implementation of the Anti-corruption Action plan of each ministry / department has<br />

been monitored through quarterly reports. Emphasis continued to be laid on<br />

preventive vigilance that might involve appropriate changes in the existing rules /<br />

regulations / procedures in selected areas.<br />

Central Vigilance Commission<br />

2.9 The Central Vigilance Commission (CVC) was originally set up by a Resolution of<br />

the Government dated 11 February, 1964. The Government has accorded statutory<br />

status to the Commission by the Central Vigilance Commission Act, 2003 (No.45<br />

of 2003). Under the Act, the CVC has been empowered to inquire or cause an<br />

inquiry or investigation on a reference made by the Central Government. It is also<br />

empowered to exercise superintendence over the vigilance administration of the<br />

various Central Government ministries, departments and organizations. With the<br />

enactment of the CVC Act, 2003, the superintendence of the Delhi Special Police<br />

Establishment in so far as investigation of offences under the Prevention of<br />

Corruption Act, 1988 are concerned, vests with the Central Vigilance Commission.<br />

Through the “Public Interest Disclosure and Protection of Informers” Resolution<br />

dated 21 April, 2004, the Government has designated the Central Vigilance<br />

Commission as the agency to act on the complaints from “whistle blowers”.<br />
