and transfer, the relevant All India Service Rules have been amended for the first<br />
time providing a minimum tenure of two years for all cadre posts except the post of<br />
Chief Secretary and equivalent. The notifications are under issue.<br />
MID C<strong>AR</strong>EER TRAINING FOR ALL INDIA SERVICE OFFICERS<br />
6. With an objective to train the officers at various stages of their career to enhance<br />
their horizon of knowledge and learning and to equip them in the discharge of their<br />
duties in a better and efficient manner, a mandatory Mid Career Training Programme<br />
consisting of Phase III, IV and V, has been introduced for IAS officers. The IAS<br />
(Pay) Rules have been amended to make the completion of the relevant phase of<br />
training a mandatory requirement for further promotion and benefits at the relevant<br />
stages in an officer’s career. The various phases of the training are being conducted<br />
in collaboration with top of the line international Universities like the Maxwell School<br />
of Government, Syracuse University; the Kennedy School of Government, Harvard<br />
University; the Duke Centre for International Development, Duke University and<br />
premier management institutions of the country like IIM, Ahmedabad and IIM,<br />
Bangalore. Similar provisions are being finalized for the IPS and IFS officers.<br />
DOMESTIC FUNDING OF FOREIGN TRAINING<br />
7. Department of Personnel and Training has been nominating officers for training<br />
programmes abroad. In the past, these programmes were funded by bilateral or<br />
multilateral assistance. However, over the years, such assistance has come down.<br />
Keeping in view the importance and benefits of providing international exposure to<br />
the officers, a scheme of Domestic Funding of Foreign Training (DFFT) was started<br />
in 2001. This covers both long term and short-term training in various universities/<br />
institutes in several countries. A scheme of “partial funding of foreign study” has<br />
also been started since 2002-03 as another component of the scheme of DFFT.<br />
During the current financial year i.e. 2008-09, 45 officers (including 9 lady officers)<br />
have been deputed for long term foreign training programmes. As regards short<br />
term foreign training programmes, 173 officers (including 26 lady officers) have<br />
participated in various programme during 2008-09. During the current financial<br />
year, the cases of 28 officers (including 5 lady officers) were approved of Partial<br />
Funding assistance to pursue foreign study under the Partial Funding component<br />
of the DFFT Scheme.<br />
