RESERVATION IN THE CENTRAL GOVERNMENT SERVICES<br />
subject in December, 2005. As per these instructions, reservation for persons with<br />
disability is now available in all Groups of posts in case of direct recruitment. In<br />
case of promotion it is available when promotions are made within Group ‘D’, from<br />
Group ‘D’ to Group ‘C’ and within Group ‘C’ identified posts. As provided in the Act,<br />
the benefit of reservation goes to persons suffering from (i) blindness or low vision,<br />
(ii) hearing impairment and (iii) locomotor disability or cerebral palsy, each category<br />
being entitled to 1 per cent reservation. The cases of orthopaedically handicapped<br />
persons are covered under the category of locomotor disability or cerebral palsy.<br />
Relaxations and Concessions<br />
7.10.3Various concessions are given to persons with disabilities like upper age limit for<br />
persons with disabilities is relaxable (a) by ten year (15 years for SCs/STs and 13<br />
years for OBCs) in case of direct recruitment to Group ‘C’ and Group ‘D’ posts; (b)<br />
by 5 years (10 years for SCs/STs and 8 years for OBCs) in case of direct recruitment<br />
to Group ‘A’ and Group ‘B’ posts where recruitment is made otherwise than through<br />
open competitive examination; and (c) by 10 years (15 years for SCs/STs and 13<br />
years for OBCs) in case of direct recruitment to Group ‘A’ and Group ‘B’ posts<br />
through open competitive examination. The relaxation in age limit is given to them<br />
irrespective of the fact whether the post is reserved or not, provided the post is<br />
identified suitable for persons with disabilities. Apart from age relaxation, they also<br />
get exemption from payment of application fee and examination fee and relaxation<br />
in standards of suitability.<br />
Special Recruitment Drive<br />
7.10.4If any vacancy reserved for any category of disability cannot be filled by a person<br />
with disability due to non-availability of a suitable person with that disability or for<br />
any other sufficient reason such vacancy is not filled and is carried forward as a<br />
‘backlog reserved vacancy’ to the subsequent recruitment year. In the subsequent<br />
recruitment year, the ‘backlog reserved vacancy’ is treated as reserved for the<br />
category of disability for which it was kept reserved in the initial year of recruitment<br />
and filled as such. However, if a suitable person with that disability is not available<br />
in the subsequent recruitment also, it may be filled by interchange among the three<br />
categories of disabilities, failing which by appointment of a person other than a<br />
person with disability. Thus if a vacancy is earmarked reserved for any category of<br />
