are discussed and deliberated at length. This programme is held every year.<br />
17.7.1The 10 th Joint Civil-Military Training Programme on National Security for IAS, IFS,<br />
IPS, IRS, Armed Forces and CPMF was conducted from 19 - 30 May, 2008. 20<br />
participants took part in this training programme.<br />
17.7.2 The 11 th Joint Civil-Military Training Programme on National Security for IAS, IFS,<br />
IPS, IRS, Armed Forces and CPMF was be conducted from 17 - 28 November,<br />
2008.<br />
COURSES ON ETHICAL ISSUES IN TODAY’S ADMINISTRATION<br />
17.8 The Academy conducts one to two courses of one-week duration each, every year<br />
on the theme “Ethical issues in Today’s Administration”. The course is open to<br />
officers of various levels of seniority. Ethics in government is a nascent area in the<br />
country, and so far the Academy has conducted thirteen courses. Each course has<br />
gained incrementally in terms of the methodology and the content.<br />
17.8.1The objective of the programme is thus to expose the participants to the basic<br />
principles of ethics/moral philosophy; tease them into thinking about the values<br />
that underpin the framing and implementation of public policy; and expose them to<br />
the ethical frameworks that policy makers use to resolve sticky public policy issues.<br />
The aim is to create an atmosphere in which participatory learning takes place.<br />
17.8.2The 13 th Programme on “Ethical Issues in Today’s Administration” was conducted<br />
from 25 - 29 August, 2008. Shri Ashish Vachhani, IAS Deputy Director, was the<br />
Course Coordinator. Prof. A.S. Ramachandra, was Associate Course Coordinators.<br />
24 Officers attended the programme.<br />
INDUCTION COURSES FOR OFFICERS PROMOTED TO THE IAS OR IN THE<br />
SELECT LIST FOR PROMOTION<br />
17.9 Courses are also conducted for officers on the select list promoted to the IAS from<br />
the state services. The aim of these courses is to update levels of knowledge, skills<br />
and information and to provide opportunities for exchange of ideas, views and<br />
experiences with people who have developed expertise in different fields of national<br />
