the Government has launched a fresh Special Recruitment Drive in November,<br />
2008 to fill up the backlog reserved vacancies of SCs, STs and OBCs.<br />
RESERVATION FOR PERSONS WITH DISABILITIES<br />
13. The Government has streamlined the scheme of reservation for persons with<br />
disabilities during last two years as a result of which visually handicapped and<br />
hearing handicapped persons have been able to get entry into the most prestigious<br />
services like the Indian Administrative Service.<br />
PLACEMENT SYSTEM<br />
14. To make the ‘placement system’ more transparent and efficient, a software has<br />
been developed which generates panels of names, for vacancies under the Central<br />
Staffing Scheme, by matching the experience profile, educational qualifications<br />
and training profile of the officer with the job requirement of the post. For the<br />
purpose, an Online Application Form has been introduced for the Central Staffing<br />
Scheme from the year 2008. The officers can apply online, giving details of their<br />
experience, educational qualification, trainings etc which are later, matched when<br />
placement to a particular ministry is considered. Each officer can also give 3<br />
preferences for his posting to the ministries depending on his area of interest and<br />
experience. The software also takes into account the preferred ministry/department<br />
that the officer may like to work in.<br />
14.1 Efforts are on to provide an interface of this software to all the State Governments<br />
and the Cadre Controlling Authorities of the Group ‘A’ Services so that they can<br />
even validate the application forms, give vigilance and cadre clearance etc online.<br />
This would save time and bring in efficiency in the system by capturing, in real time<br />
the data of officers for placement in the central government. The system should<br />
also speed up the process of placements so that the officers coming to the<br />
Government of India on deputation can get more time to shift and take care of other<br />
requirements for settling down.<br />

15. The Career Management Section of the office of the Establishment Officer is<br />
responsible for maintaining a database of all IAS officers and such officers of other<br />
Services who are on Central Deputation. This database captures each officers’<br />
