9.4 The CPGRAM is accessible at http://pgportal.gov.in It has facility to upload reports<br />
and to issue communications to the petitioner / complainant. Most of the<br />
organisations having a large public interface are now using the system.<br />
9.5 The Governments of Rajasthan and Haryana have requested for implementation<br />
of pilot of CPGRAM. To suit the requirement of the governments the software is<br />
being customized with a local language interface. This would facilitate its installation<br />
in all states in future.<br />
ORGANISATION AND METHODS DIVISION<br />
Modernization of Government Offices<br />
10 The Plan Scheme on Modernization of Government Offices was launched in 1987-<br />
88 with the objective of improving the work environment through functional layouts,<br />
creation of open offices, reduction of paper work by using modern aids, cost effective<br />
and space effective records management. It was envisaged to become a tool to<br />
increase efficiency and productivity of the workforce with better public service delivery<br />
and public satisfaction as the ultimate aims. The existing guidelines as were revised<br />
and issued in the year 2007 and enforced from the financial year 2007-08 lay thrust<br />
on comprehensive and integrated planning, modern work stations, uniformity in the<br />
physical parameters and maintenance of the modernized units and also incorporated<br />
the provisions of General Financial Rules, 2005.<br />
10.1 The Scheme has been very popular and has been able to achieve its objectives to<br />
a large extent. Till date, an amount of Rs.38.00 crores has been sanctioned to<br />
various ministries/ departments against 376 proposals. The Scheme has an inbuilt<br />
mechanism, which ensures active involvement of user ministries/departments,<br />
executing agencies and Department of Administrative Reforms and Public<br />
Grievances resulting in the optimum utilization of the resources available. The<br />
Scheme is intended to provide a catalytic affect only to the process of modernization<br />
as a part of overall process of Administrative Reforms and it is to be supplemented<br />
with the efforts of ministries/ departments themselves with regard to modernization.<br />
Administrative efficiency and better public services are the prime objectives of the<br />
Scheme. It is incumbent upon the user ministries/departments to keep these<br />
objectives in view while formulating and implementing the proposals and also to<br />
make endeavour to realize those objectives.<br />
