DEP<strong>AR</strong>TMENT OF ADMINISTRATIVE REFORMS & PUBLIC GRIEVANCES<br />
CAPAM International Innovations Award Programme<br />
17.1 Since 1998, CAPAM has instituted a Biennial International Innovations Awards<br />
Programme. Through this Programme, CAPAM endeavours to promote new<br />
initiatives in government reform, to expose countries to varying perspectives on<br />
models of change and reform, to promote quality service to public, and to further<br />
strengthen communications and exchange among different member countries. This<br />
provides an opportunity to exchange experience on new developments and<br />
innovations in management in government of Commonwealth countries.<br />
17.2 As an Institutional member of CAPAM, the Ministry of Personnel, Public Grievances<br />
and Pensions (Department of Administrative Reforms and Public Grievances) has<br />
been participating in this Programme ever since its institution and has been<br />
sponsoring best practices of the central and state Governments for this Awards<br />
Programme. All state governments and select central governments departments<br />
have been invited for submissions . A 10-member International Jury, reviews<br />
submissions to determine 10 finalists. AS (<strong>AR</strong>&PG) is one of the Jury members.<br />
There are six awards – one Gold, two Silver and three Bronze. India won the Gold<br />
medal in succession for the years 1998, 2000, 2002, and 2004. Indian entry entitled<br />
“Stree Shakthi Programme” (Womens’ empowerment by taking public services to<br />
slums through citizen engagement (Government of NCT of Delhi) won Silver Medal<br />
for the year 2006.<br />
17.3 The sixth International Innovations Awards Programme - 2008 of CAPAM was<br />
held at Barbados from 15-17 October, 2008. The theme of the Awards Programme<br />
was “Innovations in Citizen Engagement and Service Delivery”. A total of 27<br />
submissions were received from various state/central government agencies. The<br />
following three submissions also figured in the top ten:-<br />
a) Jan Seva Kendra -ICT enabled Public Service Delivery Centre(Government<br />
of Gujarat)<br />
b) Citizen Centric Approach for Making Safe Motherhood - A Right for every<br />
Women (Government of Madhya Pradesh)<br />
c) Bio-Digester-An Innovation for Organic Farming (Government of Karnataka)<br />
