THE ALL INDIA SERVICES (PERFORMANCE APPRAISAL) RULES, 2007<br />

1. With a view to improving the performance evaluation and appraisal of all senior<br />

civil servants for better human resource management, for the first time, the Annual<br />

Confidential Roll (ACR) Rules were replaced by the All India Services (Performance<br />

Appraisal) Rules, 2007. Based on the recommendations of the Surendranath<br />

Committee, the new format of performance appraisal for the All India Service Officers<br />

has been evolved. This brings a great degree of transparency and objectivity. The<br />

new format prescribes an interactive method of evaluation in which both officers<br />

being appraised and the Officer appraising, are involved. The broad contours of<br />

the system include use of the performance appraisal for career planning and training,<br />

preparation of a work plan, health check up, numerical grading, disclosure of the<br />

report, etc. This new performance appraisal procedure brings the best global practice<br />

in this area for the first time in evaluating the performance of All India Service<br />

Officers.<br />

ANNUAL HEALTH CHECK-UP FOR ALL INDIA SERVICE OFFICERS<br />

2. With a view to bringing greater health consciousness among the officers, which<br />

would be conducive to greater efficiency and also reduce the costs of illness to the<br />

Government, a comprehensive annual health check-up has been made mandatory<br />

for all the AIS officers. The Central Government has, for the first time, authorised<br />

private hospitals apart from government hospitals for conducting medical check-up<br />

of All India Service officers in order to bring in private participation for such check<br />

up.<br />

INTER CADRE DEPUTATIONS/TRANSFER<br />

3. The following decisions have been taken in respect of inter cadre deputations/<br />

transfers:-<br />

(i)<br />

The special dispensation for deficit cadres is for allowing officers to proceed<br />

on deputation irrespective of whether they have put in 9 years in the cadre or<br />

whether they are in the supertime scale. It is relevant only to the starting<br />

point of deputation. Once this is relaxed, the officer is logically entitled to the<br />

maximum period of deputation, i.e. five years.<br />
