open competition it is 16.66per cent, 7.5per cent and 25.84per cent respectively. In<br />
case of direct recruitment to Groups ‘C’ and ‘D’ posts normally attracting candidates<br />
from a locality or a region, percentage of reservation for SCs and STs is generally<br />
fixed in proportion to the population of SCs and STs in the respective states/union<br />
teritories and reservation for OBCs in such cases is so fixed that it is not more than<br />
27per cent and total reservation for SCs, STs and OBCs does not exceed the limit<br />
of 50per cent.<br />
Reservation In Promotion<br />
7.1.2 Reservation in promotion by non-selection method is available to SCs and STs in<br />
all groups of services viz. ‘A’,‘B’, ‘C’ and ‘D’ at the rate of 15 per cent and 7.5 per<br />
cent respectively. In case of promotion by selection method, SCs and STs get the<br />
benefit of reservation upto the lowest rung of Group ‘A’ and quantum of reservation<br />
for them in such case is the same as in the case of promotion by non-selection. In<br />
case of promotion, there is no provision of reservation for OBCs. In promotion by<br />
selection to posts within Group ‘A’ which carry an ultimate salary of Rs.18,300/- or<br />
less (in pre-revised pay scale), there is no reservation, but the SC/ST officers who<br />
are senior enough in the zone of consideration for promotion so as to be within the<br />
number of vacancies for which the select list is to be drawn up, are included in that<br />
list provided they are not considered unfit for promotion.<br />
REPRESENTATION OF SCS, STS AND OBCS<br />
7.2 Representation of SCs, STs and OBCs in the Central Government Services as on<br />
1 January, 2006 is given at Appendix-I. Representation of OBCs in services, as<br />
per information received from various ministries/departments is quite low. It is so<br />
because reservation for them started only in 1993. The information also does not<br />
appear to include such members of the Other Backward Communities who were<br />
appointed prior to introduction of reservation for them or who fall within the creamy<br />
layer. It is expected that as a result of introduction of reservation for OBCs, their<br />
representation in services would also increase in due course of time.<br />
7.2.1 In the recent year, almost all the vacancies reserved for SCs, STs and OBCs in the<br />
All India Services and other central services to which recruitment is made through<br />
the Civil Services Examination have been filled by the candidates of respective<br />
