ORGANISATIONAL SET-UP<br />

1. The Ministry of Personnel, Public Grievances and Pensions is the coordinating<br />

agency of the Central Government in personnel matters, specially in respect of<br />

issues concerning recruitment, training, career development, staff welfare and the<br />

post retirement dispensation. The Ministry also works towards promotion of<br />

responsive, people-oriented and modern administration. This Ministry is under the<br />

over all charge of the Prime Minister, assisted by a Minister of State and two<br />

Secretaries, who are being assisted by three Additional Secretaries, five Joint<br />

Secretaries and other supporting officers and staff.<br />

1.1 The Ministry comprises three Departments. Their roles are given as follows:-<br />

2. The role of the Department of Personnel and Training can be conceptually divided<br />

into two parts. In its larger nodal role, it acts as the formulator of policies and the<br />

watchdog of the Government to ensure that certain accepted standards and norms<br />

pertaining to recruitment, regulation of service conditions and deputation of personnel<br />

as well as other related issues, as laid down by it, are followed by all ministries /<br />

departments. Towards this end, guidelines have been issued by it for the benefit of<br />

all ministries / departments. The implementation of these guidelines is also being<br />

monitored by the Department.<br />

2.1 The Department also advises all organisations of the Central Government on issues<br />

of Personnel Management. The Department has the direct responsibility of being<br />

the cadre controlling authority for the Indian Administrative Service (IAS) and the<br />

Central Secretariat Service (CSS). It also operates the Central Staffing Scheme<br />

under which suitable officers from All India Services and Group ‘A’ Central Services<br />

are selected and then placed in posts at the levels of Deputy Secretary / Director<br />
