ence to the Citizen’s Charter developed by the Department. The final outcome<br />

is creation, within D<strong>AR</strong>&PG, an institutional capacity to initiate, sustain<br />

and manage the reform process.<br />

Governance Knowledge Centre (GKC): The endeavour under this initiative<br />

would be to upgrade the GKC portal (indiagovernance.org) from a digital repository<br />

to a knowledge centre available for reference on issues pertaining to<br />

governance.<br />

(iv) Training: This initiative envisages developing a Pan India Model for training of<br />

service delivery personnel at the cutting edge. The working model developed<br />

is proposed to be tested through pilots in four states. A core group has also<br />

been formed at Haryana Institute of Public Administration (HIPA) to help Department<br />

of Personnel and Training (Training Division) to monitor the pilots.<br />

Right to Information: It is proposed to undertake a comprehensive review of<br />

one year of implementation of the Act with the help of an external consultant<br />

and subsequently provide assistance for implementing the suggested changes<br />

on account of the review.<br />

Collaboration with State Governments: Under the aegis of this initiative it is<br />

possible for state governments to propose initiatives which seek to build capacity<br />

at the institutional, organisational or individual levels of the public administration<br />

in the state and can be developed in replicable models within the<br />

state and other states. The D<strong>AR</strong> & PG would work along with the state government<br />

concerned on any such initiative and provide the necessary funding<br />

for attendant technical assistance in piloting and developing prototypes. Guidelines<br />

for such collaboration have been circulated to all the state governments<br />

and 12 projects undertaken in collaboration with state government concerned.<br />

Social Accountability: This initiative intends to explore the ways and means of<br />

enhancing the ability of citizens (especially the poor and the marginalized) to<br />

engage with public servants and politicians in a more informed, direct and<br />

constructive manner so as to improve public service delivery for health and<br />

education sectors.<br />
