CHAPTER - 6<br />

ADMINISTRATIVE VIGILANCE DIVISION<br />

6.1 The Administrative Vigilance Division of the Department of Personnel and Training<br />

is the nodal agency in the field of Vigilance and Anti-corruption. Its main tasks,<br />

inter-alia, are to oversee and provide necessary directions to the Government’s<br />

programme of maintenance of discipline and eradication of corruption from the<br />

public service. In order to step up efforts in this regard, the three-pronged strategy<br />

of prevention, surveillance and detection as well as deterrent and punitive action<br />

continued to be followed during the current year also. The implementation of the<br />

Anti-corruption Action Plan of each of the ministry/department has been monitored<br />

through quarterly reports. Emphasis continued to be laid on preventive vigilance<br />

that might involve appropriate changes in the existing rules/regulations/procedures<br />

in selected areas.<br />

CHIEF VIGILANCE OFFICER<br />

6.2 The AVD has been responsible for the appointment of Chief Vigilance Officers<br />

(CVOs) in Central Public Sector Undertakings. It also deals with the matters relating<br />

to extension of tenure of the CVOs, their pre-mature repatriation and debarment of<br />

officers who fail to take up their assignments as CVO consequent upon their<br />

selection. During the financial year 2008-09, 22 panels were sent to various<br />

Ministries/Departments for finalizing selection of appointment of CVO in PSUs under<br />

their respective administrative control. Out of these, 15 officers have been appointed<br />

as CVOs. During the period, 13 CVOs have been granted extension of tenure. Two<br />

officers have been debarred from central deputation for not joining the post after<br />

their selection.<br />

CENTRAL VIGILANCE COMMISSION:<br />

6.3 The Central Vigilance Commission (CVC) was originally set up by a Resolution of<br />

the Government dated 11 February 1964. It advises the central government on all<br />

vigilance matters. The Government has accorded statutory status to the Central<br />

Vigilance Commission by the Central Vigilance Commission Act, 2003 ( No.45 of<br />

2003), notified in the Gazette of India Extraordinary on 12 September, 2003.<br />
