The request was passed along through OKH to OKW, but was turned<br />

down. In answer Jodl noted only: "The Fuehrer has declined any<br />

modification of previously published orders on <strong>the</strong> treatment of<br />

commissars." 52<br />

In a less violent and perhaps more practical vein, OKH, to whom it<br />

had become obvious that <strong>the</strong> <strong>partisan</strong> threat would be greatly minimized<br />

and would eventually die if it were denied popular support,<br />

recommended that <strong>the</strong> armies make every effort to wean <strong>the</strong> people away<br />

from <strong>the</strong> <strong>partisan</strong> cause and as far as possible provide work for <strong>the</strong>m<br />

so that <strong>the</strong>re would be no idleness to breed discontent. 53<br />

Anti<strong>partisan</strong> Directives<br />

On 25 October OKH issued its first "Directive for Anti-Partisan Warfare"<br />

for distribution to all units in <strong>the</strong> eat. Based on <strong>the</strong> experience<br />

and recommendations of <strong>the</strong> security commands, this directive actually<br />

offered little new information on <strong>the</strong> <strong>partisan</strong> <strong>movement</strong> and ordered<br />

only remedial measures which had been in use for several weeks in various<br />

portions of <strong>the</strong> occupied territories. It did, however, establish<br />

a uniform course of action based on experience and set up at least <strong>the</strong><br />

beginning of a German anti<strong>partisan</strong> doctrine. Emphasis was placed<br />

on general aggressiveness, careful planning founded on extensive reconnaissance<br />

and reliable information, and swift execution in all operations<br />

against <strong>the</strong> bands, with encirclement and annihilation always <strong>the</strong> ultimate<br />

objectives. 54<br />

This was not to be a static doctrine. The security commands were<br />

directed to supplement <strong>the</strong>ir activity reports with all information of<br />

value on <strong>the</strong> <strong>partisan</strong>s, both general and in answer to specific queries, in<br />

order that <strong>the</strong> principles as laid down might be kept abreast of new<br />

developments. 55<br />

Following <strong>the</strong> publication of <strong>the</strong> directive, <strong>the</strong> armies visibly tightened<br />

up <strong>the</strong>ir security procedures. For example, individual units of <strong>the</strong><br />

12th infantry Division of <strong>the</strong> Sixteenth Army were assigned areas for<br />

permanent <strong>partisan</strong> control. All villages, roads, and paths in those<br />

areas were ordered patrolled 24 hours a day and on an irregular<br />

schedule to keep any <strong>partisan</strong>s <strong>the</strong>re off balance. Pro-German village<br />

elders were to be installed in all communities and directed to compile<br />
