Chapter 2 • <strong>Plan</strong> <strong>Description</strong><br />

2.9 DOMESTIC WATER PLAN<br />

The domestic water concept plan (Figure 2-7) was developed in<br />

consultation with The Irvine Ranch Water District (IRWD). IRWD is the<br />

jurisdictional agency responsible for providing domestic (potable) water<br />

service to the <strong>Plan</strong>.<br />

IRWD currently supplies domestic water to the base through a north-south<br />

16-inch pipeline in the center <strong>of</strong> the base. IRWD recommends abandoning<br />

the existing military water mains in a phased manner and providing<br />

service connections to developments through a new backbone system and<br />

from existing water mains in adjacent roadways.<br />

The proposed system will serve areas west <strong>of</strong> Peters Canyon Channel and<br />

will utilize Valencia Loop Road as the backbone <strong>of</strong> the loop system. The<br />

proposed backbone domestic water system is shown in Figure 2-7 and is<br />

based upon design recommendations proposed in the IRWD Water<br />

Resources Master <strong>Plan</strong>. The Master <strong>Plan</strong> recommends that pipe systems<br />

follow a loop pattern and provide service areas with multiple sources <strong>of</strong><br />

supply. These recommendations provide operational flexibility that will<br />

prevent loss <strong>of</strong> service to an area should a source or pipeline fail. The<br />

proposed domestic water system adheres to both <strong>of</strong> these<br />

recommendations.<br />

Water will be acquired from the following three sources:<br />

• The 54-inch IRWD Barranca Well Line through a tie-in at Von<br />

Karman Avenue and Barranca Parkway.<br />

• An existing 12-inch IRWD line along Harvard Avenue through a tiein<br />

at M<strong>of</strong>fett Avenue.<br />

• The 18-inch Navy High Pressure Line through a connection at OC-<br />

58, located east <strong>of</strong> the intersection <strong>of</strong> Warner Avenue and Red Hill<br />

Avenue, and at the intersection <strong>of</strong> Armstrong Avenue and Warner<br />

Avenue.<br />

Parcels located east <strong>of</strong> Peters Canyon Channel will acquire water service<br />

from the Harvard Avenue water main. The 42-inch diameter line will serve<br />

as the backbone domestic water conveyance system. No new backbone<br />

lines are proposed for parcels in this area.<br />
