Chapter 2 • <strong>Plan</strong> <strong>Description</strong><br />

community as filling a known continuum <strong>of</strong> care homeless need identified<br />

within the community's HUD approved Consolidated <strong>Plan</strong>.<br />

Property approved by the LRA for conveyance to these entities may be<br />

transferred through the following range <strong>of</strong> options:<br />

• LRA may obtain property from DoD and lease to property recipients;<br />

or<br />

• LRA may obtain property and transfer deed ownership to property<br />

recipients directly; or<br />

• DoD can make direct transfer (lease or deed) through sponsoring<br />

federal agencies to receiving agencies and homeless providers,<br />

subject to legally binding agreements with the LRA.<br />

The following are the LRA recommended homeless service providers<br />

applications:<br />

1. Orange County Rescue Mission (192 barracks units, 5.1<br />

acre site): The Orange County Rescue Mission submitted a<br />

proposal to convert two, three-story barrack structures near the<br />

southeast corner <strong>of</strong> Valencia and Red Hill Avenue for use in<br />

serving the emergency housing needs <strong>of</strong> single men, women<br />

and families. The Rescue Mission has a proven track record for<br />

operating successful programs similar to the one proposed for<br />

MCAS <strong>Tustin</strong>. The program promotes the integration <strong>of</strong><br />

counseling, education, job training and other devices to ensure<br />

that the cycle <strong>of</strong> homelessness is ended and that participating<br />

individuals can once again become productive members <strong>of</strong><br />

society. The facilities requested are located within an area <strong>of</strong><br />

the Reuse <strong>Plan</strong> previously designated by the Base Closure Task<br />

Force to support the Emergency/Transitional housing needs <strong>of</strong><br />

the homeless. Approval is subject to the following conditions:<br />

• The site location, configuration and actual metes and<br />

bounds shall be determined prior to transfer in<br />

consultation with the LRA.<br />

• The LRA requests transfer <strong>of</strong> the property from DoD to<br />

the LRA who will provide a no-cost lease to the<br />

recipient.<br />

2. Salvation Army (24 family units): The Salvation Army has<br />

proposed to operate 24 existing family housing units as<br />

emergency/transitional housing in the Northeast Housing Area<br />

currently existing at MCAS <strong>Tustin</strong>. It is estimated that proposal<br />
