Chapter 3 Land Use and Development/Reuse Regulations<br />

AREA<br />

<strong>City</strong> <strong>of</strong> <strong>Tustin</strong> and those agencies receiving property in the<br />

Education Village, prior to use and occupancy <strong>of</strong> existing<br />

buildings and/or new development. Said agreement shall<br />

identify required capital/infrastructure improvements and<br />

environmental impact report mitigations.<br />

5. Access to <strong>Plan</strong>ning Area 3 shall be secured from recorded<br />

easements on adjacent private streets within the Education<br />

Village (<strong>Plan</strong>ning Area 1).<br />

6. Transitional/emergency housing shall not be used in<br />

calculating the total number <strong>of</strong> units permitted to be in rental<br />

tenure in the Specific <strong>Plan</strong>.<br />

F. Development or Reuse Guidelines<br />

1. Existing buildings, open space areas, and other site<br />

improvements shall be aesthetically upgraded through<br />

architectural and landscape improvements, prior to issuance <strong>of</strong><br />

use and occupancy permits. Such improvements may include,<br />

but are not limited to, the following:<br />

a) Upgraded window types and treatments (i.e., trim)<br />

b) Upgraded entries, including doorways, covered<br />

walkways, decorative paving<br />

c) Upgraded ro<strong>of</strong>ing materials and ro<strong>of</strong> overhangs<br />

d) Extensive planting <strong>of</strong> trees and shrubs throughout the<br />

site, including parking areas and common open space<br />

areas<br />

e) Improved landscape design along building perimeters<br />

and entries<br />

f) Addition <strong>of</strong> pedestrian amenities including paths,<br />

benches, shade trees, trash receptacles, drinking<br />

fountains, and lighting<br />

g) Addition <strong>of</strong> bicycle facilities including bike racks<br />

h) Creation <strong>of</strong> signage program for building identification<br />

and directional signs<br />

i) Enhanced lighting scheme for building entrances,<br />

common areas, paths, and parking areas<br />

2. The existing concrete wall along Red Hill Avenue shall be<br />

replaced or aesthetically improved to be decorative, durable,<br />

and to blend with the landscape design along Red Hill Avenue.<br />

A summary <strong>of</strong> the key design guidelines for the<br />

Transitional/Emergency Housing site is provided in Figure 3-3,<br />

located at the end <strong>of</strong> Section 3.3.<br />
