Chapter 2 • <strong>Plan</strong> <strong>Description</strong><br />

1) provide community scale recreational opportunities and uses<br />

which cannot be accommodated in small neighborhood parks;<br />

2) complement the campus setting <strong>of</strong> the Education Village and<br />

the special qualities <strong>of</strong> the Urban Regional Park; and 3) provide<br />

a buffer and link between the Education Village and Village<br />

Housing Neighborhoods.<br />

4. Neighborhood Park: The Neighborhood Parks are<br />

symbolically illustrated on the Land Use <strong>Plan</strong> within the<br />

residential designations. The intent is to have the sites<br />

transferred by the military and improved with park fees from<br />

future developers or dedicated by a future developer <strong>of</strong> parcels<br />

in the vicinity. These parks are small, localized recreation<br />

facilities intended to serve populations in each residential<br />

neighborhood. It is the intent to: 1) provide the type, scale and<br />

mix <strong>of</strong> recreation facilities geared toward serving<br />

neighborhood recreational needs; 2) carefully integrate each<br />

park into its surrounding environment so that it functions as a<br />

valuable open space relief for the developed areas; 3) achieve<br />

the required local park acreage in combination with the<br />

Community Park; and 4) complement school sites where they<br />

are adjacent to park sites to increase effective recreation space.<br />

The neighborhood parks are generally located on the Land Use<br />

<strong>Plan</strong> and will need to be a minimum size <strong>of</strong> 5 acres, with the<br />

exception <strong>of</strong> the proposed park location in Irvine, which will be<br />

8 acres in size.<br />

5. Regional Riding/Hiking and Bicycle Trail: This designation<br />

provides for recognition <strong>of</strong> the county-wide trail system for<br />

equestrian, hiking, and bicycling activities which pass through<br />

or are adjacent to the Specific <strong>Plan</strong> area. It is the intent to: 1)<br />

achieve improvement <strong>of</strong> the trail system as development<br />

occurs; and 2) connect pedestrian trails within the cities <strong>of</strong><br />

<strong>Tustin</strong> and Irvine to the regional system.<br />

6. Elementary School/High School: Elementary schools and a<br />

high school are symbolically shown on the Land Use <strong>Plan</strong><br />

within other land use designations to provide K-5, K-8 or 9-12<br />

grade ranges as determined by applicable school districts. It is<br />

the intent to: 1) to insure integration <strong>of</strong> any school sites into<br />

neighborhoods; and 2) develop school sites in conjunction with<br />

adjacent neighborhood parks, wherever possible. Four school<br />

sites are proposed: two 10- acre elementary school sites and a<br />

minimum 40- acre high school site in <strong>Tustin</strong>, and a minimum<br />

20- acre elementary (K-8) school in Irvine. The schools are<br />

generally located on the Land Use <strong>Plan</strong>.<br />
