Chapter 2 • <strong>Plan</strong> <strong>Description</strong><br />

4. Transitional/Emergency Housing: The Transitional/<br />

Emergency Housing designation provides for the adaptive use<br />

<strong>of</strong> existing military dormitory type structures for emergency<br />

housing, single occupancy housing, or congregate care uses.<br />

The intent is to: 1) provide an opportunity for transitional<br />

and/or emergency housing as part <strong>of</strong> the <strong>Plan</strong>s affordable<br />

housing commitment; 2) obtain optimum benefit from the use<br />

<strong>of</strong> the existing facilities; 3) accommodate those in need through<br />

a location <strong>of</strong>fering maximum reinforcement from other support<br />

uses and community services in the surrounding vicinity <strong>of</strong> the<br />

Education Village, and <strong>of</strong>fering close proximity to the<br />

transportation system; and 4) insure the safe and efficient reuse<br />

<strong>of</strong> the existing structures according to <strong>City</strong> codes and<br />

requirements.<br />

5. Residential Core: The Residential Core designation contains<br />

new development intended to function as a significant<br />

residential enclave within the community. The Residential<br />

Core, comprised <strong>of</strong> <strong>Plan</strong>ning Area 15 <strong>of</strong> Neighborhood G, will<br />

provide a range <strong>of</strong> housing types including single family<br />

detached, attached, and multi family homes, as well as<br />

neighborhood commercial opportunities. This neighborhood<br />

will also include recreationally-based amenities including parks<br />

and private recreation facilities. Low Density residential (1-7<br />

du/acre), Medium Density residential (8-15 du/acre), and<br />

Medium High Density residential (16-25 du/acre) uses are<br />

permitted. Medium high density residential will be generally<br />

located in close proximity to Edinger Avenue and the <strong>Tustin</strong><br />

Metrolink Station. Uses such as public/institutional facilities,<br />

child care facilities, and others which are determined to be<br />

compatible with and oriented towards the needs <strong>of</strong> other uses in<br />

this designation may be permitted. Two neighborhood parks<br />

and a 10 acre elementary school (if determined needed by the<br />

<strong>Tustin</strong> Unified School District) shall be accommodated in this<br />

land use designation.<br />

B. Commercial Business Designations<br />

1. Commercial Business: The Commercial Business land use<br />

designation provides for the development <strong>of</strong> a variety <strong>of</strong> uses<br />

including industrial, research and development, pr<strong>of</strong>essional<br />

<strong>of</strong>fice, retail, and specialized employment and merchandizing<br />

uses to complement adjacent areas within and in the vicinity <strong>of</strong><br />

the <strong>Plan</strong> area. The intent is to: 1) concentrate <strong>of</strong>fice, retail,<br />

research and development, and industrial uses in the<br />

Employment Center Neighborhood; 2) concentrate regionally<br />

<strong>City</strong> <strong>of</strong> <strong>Tustin</strong><br />
