within the <strong>City</strong> <strong>of</strong> Irvine will be governed by the <strong>City</strong> <strong>of</strong><br />

Irvine's Walls & Streetscape <strong>Plan</strong> for <strong>Plan</strong>ning Area 38<br />

(Westpark II). Irvine recognizes that retr<strong>of</strong>itting this<br />

community edge may not be fully feasible due to existing<br />

development. Figure 2-33b shows the streetscape concept for<br />

Harvard Avenue between the <strong>Tustin</strong>/Irvine border and Edinger<br />

Avenue. This section is within the <strong>City</strong> <strong>of</strong> <strong>Tustin</strong> and is<br />

classified as a Primary arterial with a 100 foot right-<strong>of</strong>-way.<br />

Figure 2-33c identifies the westerly portion <strong>of</strong> the Harvard<br />

Avenue roadway section between Irvine Avenue and the<br />

railroad right-<strong>of</strong>-way within the <strong>City</strong> <strong>of</strong> <strong>Tustin</strong>. Harvard<br />

Avenue is designated as a Secondary arterial, with a 92 foot<br />

right-<strong>of</strong>-way. The planting concept along the westerly portion<br />

<strong>of</strong> the Harvard sections within the <strong>City</strong> <strong>of</strong> <strong>Tustin</strong> will be<br />

compatible with, but not necessarily duplicative <strong>of</strong> the planting<br />

scheme in the <strong>City</strong> <strong>of</strong> Irvine. Existing conditions along this<br />

roadway within the <strong>City</strong> <strong>of</strong> <strong>Tustin</strong> will also require adjustments<br />

in the streetscape design in certain areas. The streetscape<br />

design will be compatible with the plant materials, plant sizes,<br />

and planting intervals called out within Irvine's <strong>Plan</strong>ning 38<br />

streetscape standards.<br />

2.17.3 Urban Design Guidelines<br />

A. Residential Development<br />

1. Massing and Siting <strong>of</strong> Development<br />

The intent <strong>of</strong> site planning is to integrate buildings and site<br />

improvements into a unified setting with minimal impact <strong>of</strong> the<br />

development on adjacent land uses. Site planning concentrates<br />

on the proper placement <strong>of</strong> buildings, roads and services.<br />

The goal <strong>of</strong> residential site planning is to create a neighborhood<br />

fabric that <strong>of</strong>fers a unique, safe and visually appealing<br />

environment to those in and around the development. Site plan<br />

design should respond to the following guidelines:<br />

• Effectively accommodate the residential unit types<br />

proposed.<br />

• Maximize unit exposure to parks, greenbelts and other<br />

amenities.<br />
