F. Special Development Requirements<br />

1. Concept plan approval shall be required for <strong>Plan</strong>ning Area 7<br />

prior to development (refer to Section 4.2.1 <strong>of</strong> this Specific<br />

<strong>Plan</strong>.<br />

2. The baseline mix <strong>of</strong> uses for <strong>Plan</strong>ning Area 7 is administered<br />

by the Non-Residential Land Use/Trip Budget procedure<br />

specified in Section 3.2.4. The purpose is to ensure that<br />

adequate circulation capacity is available to serve the proposed<br />

project. The baseline mix does not preclude development <strong>of</strong><br />

listed permitted or conditional uses.<br />

G. Development Guidelines<br />

1. The architectural facade treatment on buildings shall be<br />

consistently applied on all sides.<br />

2. The <strong>Plan</strong>ning Area should include development <strong>of</strong> a<br />

pedestrian-oriented commercial center. The inclusion <strong>of</strong><br />

courtyards and/or plazas within the commercial center are<br />

encouraged.<br />

3. Any development should ensure a strong relationship between<br />

the main commercial center and any freestanding buildings,<br />

with consideration given to pedestrian access and relationships<br />

between uses.<br />

4. A viewscape into the site shall be provided at the intersection<br />

<strong>of</strong> North Loop Road and West Connector to provide views to<br />

the main buildings. Pedestrian access into the site in the<br />

vicinity <strong>of</strong> this intersection shall also be provided.<br />

5. In the event that the <strong>Tustin</strong> Ranch Road interchange is<br />

developed prior to development <strong>of</strong> the subject site, additional<br />

landscaping enhancements adjacent to the intersection ramps<br />

shall be included in any development plan for <strong>Plan</strong>ning Area 7.<br />

A summary <strong>of</strong> the key design guidelines for the Village Services<br />

<strong>Plan</strong>ning Area is provided in Figure 3-4.<br />
