Chapter 2 • <strong>Plan</strong> <strong>Description</strong><br />

The Land Use <strong>Plan</strong> contains a variety <strong>of</strong> housing and employment<br />

opportunities, educational and community support uses that will<br />

complement the urban fabric as well as strengthen the economic base <strong>of</strong><br />

the area. At build-out, the site will be unlike any other place in Orange<br />

County with its unique mix <strong>of</strong> uses, functional and physical connections<br />

between uses, historical setting, and vitality.<br />

Key features <strong>of</strong> the <strong>Plan</strong> include the following:<br />

• Uses with the best revenue generation potential are located in areas<br />

positioned for early development in order to help fund the<br />

infrastructure needed to make other areas <strong>of</strong> the site developable in<br />

the future.<br />

• Residential uses are planned in the northern and eastern portion <strong>of</strong><br />

the site, adjacent to existing residential neighborhoods, as well as<br />

within the Community Core.<br />

• Commercial, <strong>of</strong>fice, and industrial uses are predominately located in<br />

the central and southern portions <strong>of</strong> the site, which is compatible with<br />

existing surrounding uses.<br />

• Many <strong>of</strong> the buildings within the community services area at the<br />

former base along the western edge <strong>of</strong> the <strong>Plan</strong> area will be reused<br />

for education purposes. A number <strong>of</strong> education institutions intend to<br />

provide community college level programs, job training, incubator<br />

(start-up) business development opportunities and other educational<br />

opportunities at the site.<br />

• Approximately 20 percent <strong>of</strong> the <strong>Plan</strong> area has been dedicated to<br />

recreation and open space uses, including an approximate 84-acre<br />

Urban Regional Park, a 25-acre Community Park, and neighborhood<br />

parks dispersed within the residential enclaves. In addition,<br />

neighborhood parks and recreation facilities and private open space<br />

areas within the existing housing areas and school play yards can be<br />

used to provide nearby activities for future residents.<br />

• An approximate 84.5 acre Urban Regional Park will be developed in<br />

the vicinity <strong>of</strong> the northern blimp hangar. The blimp hangar is on the<br />

National Register <strong>of</strong> Historic Places. The hangar may be preserved if<br />

financially feasible, and could set the theme for the park as well as<br />

being a major landmark for the <strong>Plan</strong> area.<br />

• The core area <strong>of</strong> the <strong>Plan</strong> permits a variety <strong>of</strong> future development<br />

opportunities when market conditions are suitable for high value use<br />

<strong>of</strong> the property. The core area is one <strong>of</strong> the first and most difficult<br />
