1 New Improvement<br />

Requirements for <strong>of</strong>f-site circulation improvements are discussed in the<br />

joint EIS/EIR. They generally consist <strong>of</strong> partial improvements to existing<br />

roadways and intersections. Improvement costs for most <strong>of</strong> them are<br />

proportionately shared with other projects. The fair share approach<br />

attempts to define a nexus between the improvement and ultimate facility<br />

user.<br />

Off-site improvements will be funded by the project and may be<br />

potentially supported by other funding mechanisms including, but are not<br />

limited to: in lieu gas taxes; Measure M funds; funds from the cities <strong>of</strong><br />

<strong>Tustin</strong>, Irvine, and Santa Ana and the County <strong>of</strong> Orange; developer<br />

contributions; assessment district funding; or other similar financing<br />

mechanisms. Additional outside sources such as state or federal funds may<br />

also be used.<br />

As shown in Table 4-4, ADT Development Thresholds, average daily<br />

traffic (ADT) volume thresholds have been defined for each phase <strong>of</strong><br />

development. These volumes establish the level <strong>of</strong> development for which<br />

certificates <strong>of</strong> occupancy or building permits can be released or issued.<br />

Once the cumulative total ADT is reached, circulation improvements must<br />

be initiated to allow subsequent development unless noted otherwise in<br />

this section.<br />
